মানবাধিকার কমিশনের শোক
 

ঢাকা বিশ্ববিদ্যালয়ের প্রাক্তন উপাচার্য, বাংলাদেশ মানবাধিকার কমিশনের জাতীয় উপদেষ্টা এবং খ্যাতনামা শিক্ষাবিদ প্রফেসর ড. মনিরুজ্জামান মিঞা ইন্তেকাল করেছেন (ইন্না .... রাজিউন)। গত ১৩ জুন ২০১৬ দুপুরে স্কয়ার হাসপাতালে তিনি ইন্তেকাল করেন। মৃত্যুকালে তার বয়স হয়েছিল ৮১ বছর।
প্রফেসর ড. মনিরুজ্জামান মিঞার মৃত্যুতে বাংলাদেশ মানবাধিকার কমিশনের চেয়ারম্যান বিচারপতি একেএস সাদেক এবং মহাসচিব ড. সাইফুল ইসলাম দিলদার গভীর শোক প্রকাশ করেছেন। মানবাধিকার নেতৃবৃন্দ উল্লেখ করেন, মনিরুজ্জামান মিঞা বাংলাদেশের শিক্ষা ও মানবাধিকার ক্ষেত্রে একজন অবিস্মরণীয় ব্যক্তিত্ব। তার মৃত্যু জাতির জন্য একটি অপূরণীয় ক্ষতি। ড. মনিরুজ্জামান মিঞা বাংলাদেশ মানবাধিকার কমিশনের সাথে দীর্ঘদিন সম্পৃক্ত থেকে দেশে মানবাধিকার উন্নয়ন ও সংরক্ষণে গুরুত্বপূর্ণ অবদান রেখেছেন। মানবাধিকার কমিশন এই মহান শিক্ষাবিদের মৃত্যুতে সারাদেশে শোক সভা পালনের সিদ্ধান্ত নিয়েছে।

Total 159 persons killed in October, 2015

The documentation section of Bangladesh Human Rights Commission (BHRC) furnished this human rights survey report on the basis of daily newspapers and information received from its district, sub-district and municipal branches. As per survey it appears that 186 peoples were killed in October, 2015 in all over the country. It proves that the law and order situation is not satisfactory. Bangladesh Human Rights Commissions extremely anxious about this situation. In the month of October, 2015 average 5 people were killed in each day.

The Law enforcing agencies and related Govt. departments should be more responsible so that percentage of killing may be brought down to zero level. To institutionalize the democracy and to build human rights based society the rule of law and order must be established everywhere. Through enforcing rule of law only such violation against human rights can be minimized.

Former Indian president APJ Abdul Kalam passes away
BHRC leaders condolence

Chairman and Secretary General of the Bangldesh Human Rights Commission-BHRC Justice AKM Sadeque and Dr. Saiful I. Dildar expressed deep shock at the death of Former Indian President APJ Abdul Kalam, who passed away on 27 July 2015.
BHRC expressed deep shock at the death of former Indian president APJ Abdul Kalam.
BHRC leaders said, "We're deeply shocked at the sad demise of former president of India APJ Abdul Kalam, one of the most famous sons of India and a great scientific mind of his time. He was highly respected in Bangladesh as well."
The former Indian President would be long commemorated among all his friends and admirers for his prudent leadership and individual contribution to the cause of peace, stability and progress of the humanity.
The BHRC leaders prayed to Almighty to grant eternal peace to the departed soul and courage and fortitude to the bereaved members of his family.

বাংলাদেশ মানবাধিকার কমিশনের নামে অপপ্রচার বন্ধ করার আহ্বান

গত ১৮ ফেব্র“য়ারি এবং ২৭ ফেব্র“য়ারি ২০১৫ইং তারিখে দুইটি সংবাদপত্র এবং কয়েকটি ইলেকট্রনিক মিডিয়ায় “মানবাধিকার কমিশন মহাসচিবের বিরুদ্ধে মামলার অনুমোদন ঃ অর্থ আত্মসাৎ” শীর্ষক শিরোনাম সংবাদের তীব্র প্রতিবাদ এবং নিন্দা জ্ঞাপন করেছে বাংলাদেশ মানবাধিকার কমিশন।
এখানে উল্লেখ করা যাচ্ছে যে, বাংলাদেশ সরকারের নিবন্ধিত এবং বৈধ ক্ষুদ্র ঋণদানকারী প্রতিষ্ঠান দি ইনস্টিটিউট অব রুরাল ডেভেলপমেন্ট-আইআরডি বাংলাদেশ সরকারের গৃহায়ণ তহবিল থেকে ঋণ গ্রহণ করে দরিদ্র জনগোষ্ঠীকে গৃহায়ণের জন্য ২০০৭ইং সাল থেকে ঋণ প্রদানের কার্যক্রম পরিচালনা করে আসছে। ইতিমধ্যে আইআরডি ২ দফা অর্থ গ্রহণ করে এবং তা যথা নিয়মে পরিশোধ করে। সংবাদ মাধ্যমে উল্লেখিত শিরোনামে সংবাদ প্রকাশের পর আইআরডি সুদসহ গৃহায়ণ তহবিলের পাওনা সমুদয় অর্থ পরিশোধ করে। একটি সম্পূর্ণ পৃথক প্রতিষ্ঠান হিসেবে বাংলাদেশ মানবাধিকার কমিশন এই অর্থ লেনদেনের সাথে কোন সম্পৃক্ততা নেই। এছাড়া বাংলাদেশ মানবাধিকার কমিশনের সম্মানিত মহাসচিব এবং আইআরডি’র প্রতিষ্ঠাতা ব্যবস্থাপনা পরিচালক ড. সাইফুল ইসলাম দিলদার ব্যক্তিগতভাবে কোন অর্থ গৃহায়ণ তহবিল থেকে গ্রহণ করেনি বা কোন প্রতারণার আশ্রয় নেয়নি। উক্ত অর্থের গ্রহীতা এবং ফেরতদাতা প্রতিষ্ঠান কেবলমাত্র আইআরডি, যা ইতিমধ্যে সমুদয় পরিশোধ করা হয়েছে। এ ধরনের সংবাদ প্রকাশ বাংলাদেশ মানবাধিকার কমিশন এবং কমিশনের সম্মানিত মহাসচিবকে জনমনে হেয় করার হীন চক্রান্ত ও ঘৃণ্য ষড়যন্ত্র ছাড়া কিছুই নয়।
বাংলাদেশ মানবাধিকার কমিশন বাংলাদেশ সরকারের বিভিন্ন দপ্তরসহ জাতিসংঘ মানবাধিকার কমিশনের নিবন্ধিত একটি প্রতিষ্ঠান। কমিশনের সাতশতাধিক শাখার প্রায় ৬৫ হাজার মানবাধিকার কর্মী আইনের শাসন প্রতিষ্ঠা তথা মানবাধিকার প্রতিষ্ঠার লক্ষ্যে দেশে এবং বহির্বিশ্বে কার্যক্রম পরিচালনা করছে।

বাংলাদেশ মানবাধিকার কমিশনের সিলেট আঞ্চলিক মানবাধিকার সম্মেলন-২০১৫ আগামী ১৪ মার্চ ২০১৫ রোজ শনিবার মৌলভীবাজারে এবং ফরিদপুর আঞ্চলিক মানবাধিকার সম্মেলন আগামী ২০ মার্চ ২০১৫ইং তারিখে ফরিদপুরে অনুষ্ঠিত হওয়ার কথা ছিল। দেশের বর্তমান রাজনৈতিক অস্থিতিশীলতার কারণে সিলেট আঞ্চলিক মানবাধিকার সম্মেলন-২০১৫ এবং ফরিদপুর আঞ্চলিক মানবাধিকার সম্মেলন-২০১৫ স্থগিত করা হয়েছে। খুব শিগগিরই সম্মেলনের নতুন তারিখ জানিয়ে দেয়া হবে। আকস্মিক এই সিদ্ধান্তের জন্য বাংলাদেশ মানবাধিকার কমিশনের জাতীয় সদর দপ্তর সিলেট অঞ্চল যথাক্রমেঃ সিলেট মহানগর, সিলেট জেলা, হবিগঞ্জ, মৌলভীবাজার ও সুনামগঞ্জ জেলা এবং ফরিদপুর অঞ্চল যথাক্রমেঃ ফরিদপুর, গোপালগঞ্জ, রাজবাড়ী, শরীয়তপুর এবং মাদারীপুর জেলা অধীভুক্ত সকল মানবাধিকার কর্মীর নিকট দুঃখ প্রকাশ করছে।

ফেব্র“য়ারি ‘১৫ মাসে হত্যাকান্ডের সংখ্যা ৪৯৮ জন

বাংলাদেশ মানবাধিকারের বিভিন্ন জেলা, উপজেলা ও পৌরসভার শাখা থেকে প্রাপ্ত তথ্য এবং বিভিন্ন জাতীয় দৈনিক পত্রিকায় প্রকাশিত সংবাদের ভিত্তিতে কমিশনের ডকুমেন্টেশন বিভাগ অনুসন্ধান কার্য সম্পন্ন করে। জরিপ অনুযায়ী ২০১৫ সালের ফেব্র“য়ারি মাসে সারা দেশে মোট হত্যাকান্ড সংঘটিত হয় ৪৯৮টি। এ ধরনের হত্যাকান্ড অবশ্যই আইন শৃংখলা পরিস্থিতির চরম অবনতি। কমিশন এই হত্যাকান্ডের হার ব্যাপকভাবে বৃদ্ধি পাওয়ায় গভীর উদ্বেগ প্রকাশ করেছে। ফেব্র“য়ারি মাসে গড়ে প্রতিদিন হত্যাকান্ড ঘটে প্রায় ১৮ জন। আইন প্রয়োগকারী সংস্থা ও সরকারের সংশ্লিষ্ট দায়িত্বপ্রাপ্ত বিভাগের কর্মকর্তাদের অবশ্যই অধিক দায়িত্ববান হতে হবে। আইন প্রয়োগকারী সংস্থার গতিশীল কার্যক্রমের মাধ্যমে হত্যাকান্ড কমিয়ে শুণ্যের কোঠায় নামিয়ে আনা সম্ভব। বাংলাদেশের গণতন্ত্র ব্যবস্থাপনাকে প্রাতিষ্ঠানিক রূপদান এবং মানবাধিকার সম্মত সমাজ প্রতিষ্ঠা করতে হলে অবশ্যই সর্বস্তরে আইনের শাসন প্রতিষ্ঠা প্রয়োজন। আইনের শাসন প্রতিষ্ঠার মাধ্যমেই কেবলমাত্র এ ধরণের ক্রমবর্ধমান হত্যাকান্ড হ্রাস করা সম্ভব।
বাংলাদেশ মানবাধিকার কমিশনের ডকুমেন্টেশন বিভগের জরিপে দেখা যায়-

বাংলাদেশ মানবাধিকার কমিশন এবং কমিশনের মহাসচিব বিষয়ে প্রকাশিত সংবাদের প্রতিবাদ

গতকাল ১৭ ফেব্র“য়ারি এবং অদ্য ১৮ ফেব্র“য়ারি ২০১৫ইং তারিখে বিভিন্ন সংবাদ মাধ্যমে “বাংলাদেশ মানবাধিকার কমিশনের মহাসচিব ড. সাইফুল ইসলাম দিলদার এর বিরুদ্ধে ১৩ লক্ষ টাকা আত্মসাৎ করার অভিযোগে দুদকের মামলা করার অনুমোদন” শীর্ষক শিরোনাম সংবাদের প্রতি বাংলাদেশ মানবাধিকার কমিশনের দৃষ্টি আকর্ষিত হয়েছে। সংবাদটি উদ্দেশ্যপ্রণোদিত, বানোয়াট এবং মিথ্যা বিধায় বাংলাদেশ মানবাধিকার কমিশন প্রতিবাদ জ্ঞাপন করছে।
এখানে উল্লেখ করা যাচ্ছে যে, বাংলাদেশ সরকারের নিবন্ধিত এবং বৈধ ক্ষুদ্র ঋণদানকারী প্রতিষ্ঠান দি ইনস্টিটিউট অব রুরাল ডেভেলপমেন্ট-আইআরডি বাংলাদেশ সরকারের গৃহায়ণ তহবিল থেকে ঋণ গ্রহণ করে দরিদ্র জনগোষ্ঠীকে গৃহায়ণের জন্য ২০০৭ইং সাল থেকে ঋণ প্রদানের কার্যক্রম পরিচালনা করে আসছে। প্রথম দফায় আইআরডি গৃহায়ণ তহবিল এর নিকট থেকে ২৫,৭০,৪৬৭ টাকা ঋণ গ্রহণ করে এবং ইতিমধ্যে তা বিতরণপূর্বক কিস্তি বাবদ গৃহায়ণ তহবিলের নিকট সুদসহ ফেরত প্রদানের পর বর্তমানে ২,৯৫,১৫১ টাকা অবশিষ্ট থাকে। দ্বিতীয় দফায় ১৪ লক্ষ টাকা আসল গ্রহণ করে এবং ইতিমধ্যে ৬,৪৫,০০০ টাকা ফেরত প্রদান করে। বর্তমানে ১৪ লক্ষ টাকার অবশিষ্ট টাকা ১৩ জানুয়ারী ২০১৫ পর্যন্ত ফেরত প্রদানের পর সুদ সহ অবশিষ্ট টাকার পরিমাণ ৭,৯৬,৬৪৬ টাকা বাকী থাকে। আইআরডি’র মাঠ পর্যায়ে ২,৯৫,০৪৯ টাকা খেলাপী থাকা সত্ত্বেও স্বল্প সময়ের মধ্যে গৃহায়ণ তহবিলে সমুদয় অর্থ ফেরত দিতে বদ্ধ পরিকর। এক্ষেত্রে বাংলাদেশ মানবাধিকার কমিশন এই অর্থ লেনদেনের সাথে কোন সম্পৃক্ততা নেই। এছাড়া বাংলাদেশ মানবাধিকার কমিশনের মহাসচিব এবং আইআরডি’র ব্যবস্থাপনা পরিচালক ড. সাইফুল ইসলাম দিলদার ব্যক্তিগতভাবে কোন অর্থ গৃহায়ণ তহবিল থেকে গ্রহণ করেনি বা কোন প্রতারণার আশ্রয় নেয়নি। উক্ত অর্থের গ্রহীতা এবং ফেরতদাতা প্রতিষ্ঠান কেবলমাত্র আইআরডি, আইআরডি’র লেনদেন গৃহায়ণ তহবিলের সাথে স্বাভাবিক রয়েছে। এক্ষেত্রে দুর্নীতি বা প্রতারণার কোন আশ্রয় নেয়া হয়নি। এ ধরনের মিথ্যা সংবাদ কেবলমাত্র বাংলাদেশ মানবাধিকার কমিশনকে এবং কমিশনের সম্মানিত মহাসচিবকে হেয় করা ছাড়া আর কিছুই নয়।

হরতাল-অবরোধ-সহিংসতা বন্ধের লক্ষ্যে অবিলম্বে সর্বদলীয় রাজনৈতিক বৈঠকের আহ্বান করুন

বাংলাদেশ মানবাধিকার কমিশন দেশের বর্তমান চলমান রাজনৈতিক সহিংসতা, আগুনে পুড়িয়ে অসংখ্য মানুষের প্রাণহানী ও হতাহতের ঘটনায় গভীর উদ্বেগ প্রকাশ করছে। কমিশনের চেয়ারম্যান বিচারপতি একেএম সাদেক এবং মহাসচিব ড. সাইফুল ইসলাম দিলদার বর্তমান রাজনৈতিক সহিংসতা অবিলম্বে বন্ধের লক্ষ্যে সরকারের যথাযথ উদ্যোগ গ্রহণের আহ্বান জানাচ্ছে। মানবাধিকার নেতৃবৃন্দ উল্লেখ করেন, গত দুইশত বছরের ইতিহাসে সহিংসতার মাধ্যমে অথবা পুলিশি নির্যাতন-নিপীড়নের মাধ্যমে কোন রাজনৈতিক সমস্যার সমাধান হয়নি। রাজনৈতিক সমস্যা কেবলমাত্র বিবাদমান রাজনৈতিক দলের গঠনমূলক আলোচনার মাধ্যমে সমস্যার সমাধান সম্ভব। দীর্ঘদিন যাবত এই অবরোধ এবং হরতালে সাধারণ মানুষ বিপদগ্রস্ত অবস্থায় উপনীত হয়েছে। এদের রক্ষার জন্য সরকারের ভূমিকা যথাযথ নয়। সরকারকে অবশ্যই জনগণের জানমালের নিরাপত্তা নিশ্চিত করতে হবে। অপরদিকে রাজনৈতিক সমস্যা কেবলমাত্র রাজনৈতিকভাবেই সমাধান করা সম্ভব। গুলি চালিয়ে অথবা জেলে আটকিয়ে রাখা অথবা নির্যাতন করে কোন রাজনৈতিক সমস্যার সমাধান হয়নি। বাংলাদেশ মানবাধিকার কমিশন মনে করে সরকার অবিলম্বে হরতাল-অবরোধ ও সহিংসতা বন্ধের লক্ষ্যে সর্বদলীয় রাজনৈতিক বৈঠকের আহ্বান করবেন এবং আলোচনার মাধ্যমে রাজনৈতিক সমস্যা রাজনৈতিকভাবেই সমাধান করবেন।

Political Killing 42 and injured over 2000

Total 421 persons killed in January, 2015

The documentation section of Bangladesh Human Rights Commission (BHRC) furnished this human rights survey report on the basis of daily newspapers and information received from its district, sub-district and municipal branches. As per survey it appears that 421 (political killing 42 and injured over 2000) peoples were killed in January, 2015 in all over the country. It proves that the law and order situation is not satisfactory. Bangladesh Human Rights Commissions extremely anxious about this situation. In the month of January, 2015 average 14 people were killed in each day.

The Law enforcing agencies and related Govt. departments should be more responsible so that percentage of killing may be brought down to zero level. To institutionalize the democracy and to build human rights based society the rule of law and order must be established everywhere. Through enforcing rule of law only such violation against human rights can be minimized.

২০১৪ সালের জানুয়ারী থেকে ডিসেম্বর মাস পর্যন্ত
মোট হত্যা ৫০৬১টি

বাংলাদেশ মানবাধিকার কমিশনের বিভিন্ন জেলা, উপজেলা ও পৌরসভার শাখা থেকে প্রাপ্ত তথ্য এবং বিভিন্ন জাতীয় দৈনিক পত্রিকায় প্রকাশিত সংবাদের ভিত্তিতে কমিশনের ডকুমেন্টেশন বিভাগ জরিপ কার্য সম্পন্ন করে। জরিপ অনুযায়ী ২০১৪ সালের জানুয়ারী থেকে ডিসেম্বর মাস পর্যন্ত সারা দেশে মোট হত্যাকান্ড সংঘটিত হয় ৫০৬১টি। এ ধরনের অব্যাহত হত্যাকান্ড অবশ্যই আইন- শৃঙ্খলা পরিস্থিতি চরম অবনতি বলে বর্ণনা করা যায়। কমিশন ২০১৪ সালের এক বছরের এই ব্যাপক হত্যাকান্ড এবং শিশু নির্যাতনের হার অধিকহারে বৃদ্ধি পাওয়ায় গভীর উদ্বেগ প্রকাশ করছে। গত ২০১৪ইং সালে গড়ে প্রতিদিন হত্যাকান্ড ঘটে প্রায় ১৪ জন।
আইন প্রয়োগকারী সংস্থা ও সরকারের সংশ্লিষ্ট দায়িত্বপ্রাপ্ত বিভাগের কর্মীদের অবশ্যই আরো দায়িত্ববান হতে হবে। যাতে করে এ ধরনের হত্যাকান্ড কমিয়ে শূণ্যের কোঠায় নামিয়ে আনা যায়। বাংলাদেশের গণতন্ত্র ব্যবস্থাপনাকে প্রাতিষ্ঠানিক রূপদান এবং মানবাধিকার সম্মত সমাজ প্রতিষ্ঠা করতে হলে অবশ্যই সর্বস্তরে আইনের শাসন প্রতিষ্ঠা প্রয়োজন। আইনের শাসন প্রতিষ্ঠার মাধ্যমেই কেবলমাত্র এ ধরনের ক্রমবর্ধমান হত্যাকান্ড হ্রাস করা সম্ভব।

ক) ধর্ষণের পর হত্যা ৩১ জন, খ) যৌন নির্যাতনে হত্যা ২৭ জন, গ) যৌতুকের কারণে হত্যা ৩০ জন, ঘ) এসিড নিক্ষেপে হত্যা ১ জন, ঙ) পারিবারিক সহিংসতায় নিহত ৬৮৫ জন, চ) সামাজিক সহিংসতায় নিহত ১০৪৬ জন, ছ) সাম্প্রদায়িক সহিংসতায় নিহত ২৫ জন, জ) রাজনৈতিক হত্যা ১০১ জন, ঝ) আইনশৃঙ্খলা বাহিনী কর্তৃক হত্যা ৮৬ জন, ঞ) সীমান্তে হত্যা ৩০ জন, ট) চিকিৎসকের অবহেলায় মৃত্যু ৩২ জন, ঠ) সাংবাদিক হত্যা ২ জন, ড) অপহরণের পর হত্যা ৮৫ জন, ঢ) গুপ্ত হত্যা ৩২২ জন, ণ) আত্মহত্যা ২০২ জন, ত) রহস্যজনক মৃত্যু ২৫১ জন, থ) পরিবহন দুর্ঘটনায় মৃত্যু ২১০৫ জন।
