সংখ্যালঘুদের উপর হামলা
মানবাধিকারের চরম লঙ্ঘন
সংখ্যালঘুর ওপর হামলা নতুন কোনো ঘটনা নয়। গত
১৩ অক্টোবর কুমিল্লায় পূজামণ্ডপে পবিত্র কুরআন
শরিফ অবমাননার অভিযোগ তুলে হামলা করে একদল
মানুষ। এর জের ধরে রংপুরসহ দেশের বিভিন্ন
স্থানে পূজামণ্ডপ, মন্দির ও হিন্দুদের বাড়িতে
হামলা, অগ্নিসংযোগ ও প্রতিমা ভাঙচুরের ঘটনা ঘটে।
বলা বাহুল্য, ১৯৭১ সালসহ অতীতে বিভিন্ন সময়ে
ধর্মকে ব্যবহার করে পরিকল্পিতভাবে গুজব ছড়িয়ে
রাজনৈতিক উদ্দেশ্যে হামলা ও নৈরাজ্য সৃষ্টি করে
আমাদের সাম্প্রদায়িক সম্প্রীতির ঐতিহ্য নষ্ট
করার চেষ্টা করা হয়েছে। ১৯৪৭, ১৯৫০, ১৯৬৪,
১৯৯০, ১৯৯২ ও ২০০১ সালে সংখ্যালঘু নির্যাতনের
ঘটনা ঘটেছে। পাশাপাশি এ থকে রাজনৈতিক,
অর্থনৈতিক ফায়দা লোটা হয়েছে, যে ধারাবাহিকতা
আজও বহমান।
দেশে সংখ্যালঘু নির্যাতনের অধিকাংশ ঘটনার সঙ্গে
জড়িতদের এখন পর্যন্ত শাস্তি হয়নি। এমনকি কোথাও
কোথাও তাদের রাজনৈতিকভাবে প্রতিষ্ঠিত করা হয়েছে।
আর এই বিচারহীনতার সংস্কৃতিই পরবর্তী সময়ে
আবার অপরাধ সংঘটিত করতে মদদ জুগিয়েছে।
সাম্প্রতিক বছরগুলোতে সংখ্যালঘুদের ওপর হামলা
চালানোর নতুন অস্ত্র হিসাবে যোগ হয়েছে ‘ফেসবুক
গুজব’, যার উদাহরণ কক্সবাজারের রামুতে অবস্থিত
শত বছরের প্রাচীন বৌদ্ধ মন্দির ভাংচুর করাসহ
সেখানে বসবাসরত সংখ্যালঘুদের ওপর হামলা,
বাড়িঘরে অগ্নিসংযোগ এবং পাবনার সাঁথিয়ায়
সংখ্যালঘুদের ওপর হামলা, মন্দির ভাঙা ইত্যাদি
ঘটনা। ‘ফেসবুক গুজব’ নামক নতুন এই অস্ত্র দিয়ে
বর্তমানেও সংখ্যালঘুদের ওপর হামলা চালানো হচ্ছে।
কিন্তু এমনটি হওয়ার কথা ছিল না। কারণ, বাঙালি
জাতীয়তাবাদের ভিত্তিতে সংঘটিত মহান
মুক্তিযুদ্ধের স্বপ্ন ছিল একটি সমতাভিত্তিক
সমাজব্যবস্থা প্রতিষ্ঠা করা। এখানে সমতা বলতে
ধর্মীয় অধিকারের সমতাসহ সব ধরনের সমতাকেই
বোঝানো হয়েছিল। দেশমাতৃকার মহান মুক্তিযুদ্ধসহ
বিভিন্ন আন্দোলন-সংগ্রামে এ দেশের
সংখ্যালঘুদের এক বিরাট অবদান রয়েছে, যা
অস্বীকার করার কোনো উপায় নেই। অথচ অনেকে তাদের
এসব অবদান স্বীকার করে না বা স্বীকার করতে চায়
না। সংবিধানের ২৮(২) অনুচ্ছেদে দেশের প্রত্যেক
নাগরিকের সমান অধিকার নিশ্চিত করা হয়েছে। সুতরাং
এদেশের নাগরিক হিসাবে সংখ্যালঘুদের
শান্তিপূর্ণভাবে বসবাস করা, নির্বিঘেœ ধর্মীয়
রীতিনীতি ও সংস্কৃতি পালন করা, নিশ্চিতভাবে
জীবনযাপন করা, চলাচল করা, বাক্স্বাধীনতা,
শিক্ষা, চিকিৎসাসহ বিভিন্ন অধিকার পাওয়া তাদের
সাংবিধানিক অধিকার। অন্যদিকে তা মানবাধিকারও
বটে।

Prime Minister Sheikh Hasina has called for uniting
the efforts of all to build a more robust and
inclusive United Nations (UN) based on mutual
respect, partnership, cooperation, and solidarity.
"On this auspicious occasion, let us unite our
efforts to build a more robust and inclusive United
Nations (UN) based on mutual respect, partnership,
cooperation, and solidarity. Let the United Nations
be our beacon of hope.
"On this historic year when the country is
celebrating the golden jubilee of its Independence
and the Birth Centenary of the Father of the Nation
Bangabandhu Sheikh MujiburRahman, Bangladesh commits
to doing its part in shaping together the future of
our peoples and creating a blueprint for a better
future," she said.
The prime minister said this in a message issued
Saturday on the occasion of the UN's 76th founding
anniversary.
She added that on the auspicious occasion of the
76the anniversary of the United Nations, Bangladesh
joins the international community in reiterating its
unwavering commitment to the Purposes and Principles
of the United Nations Charter.

Human Rights Report:
The documentation section of
Bangladesh Human Rights Commission (BHRC) and
International Human Rights Commission-IHRC jointly
furnished this human rights survey report on the
basis of daily newspapers and information received
from its district, sub-district and municipal
branches. BHRC survey found a total of 190 deaths in
the killings. According to official figures, 358
people died of the Covid-19 in all over the country.
In October 2021, there were an average of 12
Covid-19 deaths and 6 deaths in killing per day. The
Law enforcing agencies and related Govt. departments
should be more responsible so that percentage of
killing may be brought down to zero level. To
institutionalize the democracy and to build human
rights based society the rule of law and order must
be established everywhere. Through enforcing rule of
law only such violation against human rights can be
minimized. 358 persons died by corona virus in
August 2021 according to official estimates.

development success story: Dan Mozena
Human Rights Report:
Speakers at a discussion highlighted the remarkable
economic and social transformation Bangladesh has
seen in the last one decade under the prudent
leadership of Prime Minister Sheikh Hasina. The
Center for Strategic and International Studies (CSIS),
a leading think tank based in Washington DC, hosted
webinar titled "Bangladesh: A Development Success
Story" on Monday.
Daniel F. Runde, Senior Vice President of CSIS;
former US Ambassador to Bangladesh Ambassador Dan
Mozena; former Bangladesh Foreign Secretary and
Ambassador FarooqSobhan, former President of
Bangladesh Garment Manufacturers and Exporters
Association (BGMEA) Dr Rubana Huq and Tamara Hasan
Abed, Managing Director of BRAC Enterprises, took
part as discussants at the event.
Delivering the keynote speech at the discussion,
Bangladesh Ambassador to the United States M.
Shahidul Islam said Bangladesh has successfully
translated economic growth into social progress and
the country has notably advanced its human and
social development indicators including health,
education, and demographic outcomes.
He also lauded the role of the US for being a
consistent development partner in the development
journey of Bangladesh.
Referring to a recent IMF report, former Foreign
Secretary and Ambassador FarooqSobhan said
Bangladesh will have a $500 billion-plus economy by
2025 thanks to a robust private sector, the growth
of the garment industries, a thriving NGO network,
and the progress made in female education and
employment.
Former BGMEA President DrRubanaHuq described
Bangladesh as akin to a phoenix, in that it always
rises from the ashes. She also highlighted the
resilience of the private sector, the thriving NGO
network, and good governance as the reasons behind
the country's development success.
Former US Ambassador in Bangladesh Dan Mozena shared
his firsthand experience of working with the dynamic
people, who are the driving force of the country's
economy.

Chief of Army Staff General SM Shafiuddin Ahmed
along with high ranking officials of Bangladesh Army
poses for a photo at a programme at the Artillery
Centre and School at Halishahar Cantonment in
Chattogram on Wednesday on the occasion of giving
the national standard (national flag) to 10 units
and handing over the new flag to Mujib Regiment and
RowshanAra Regiment of the Bangladesh Army. The
first group of admission seekers sits for the 'B'
unit entry test for honours courses at Chittagong
University (CU) under 2020-2021 session on the
campus on Wednesday. The second group will appear in

children called on national leaders to address
climate change as a child rights issue.

UN calls for
defending women's rights
Human Rights Report:
UN Secretary General Antonio Guterres made an appeal
Thursday for reversing a decline in women's rights
in Taliban-ruled Afghanistan and elsewhere around
the world, reports AFP.
"We need to fight back -- and turn the clock forward
-- for every woman and girl," Guterres told the
Security Council.
"Women will no longer accept reversals of their
rights. They shouldn't have to -- in countries in
conflict, or anywhere else," he added.
In Myanmar, Ethiopia, Yemen and other parts of the
world the rights of women are being violated or
eliminated altogether, Guterres said.
"In Afghanistan, girls and women are seeing a rapid
reversal of the rights they achieved in recent
decades, including their right to a seat in the
classroom," Guterres said.
Since the hardline Islamist Taliban movement seized
power in late August, it has excluded girls from
returning to secondary school while ordering boys
back to class.
"In Afghanistan, the UN is staying and delivering,
and will continue to promote and defend the rights
of women and girls in all our engagements with the
Taliban de facto authorities," the UN chief said.
"We will not stop until girls can go back to school,
and women can return to their jobs and participate
in public life."
FawziaKoofi, a former Afghan negotiator and member
of the Afghan parliament, voiced regret that the
Taliban's government didn't include women. "It's not
just a political and social issue but its a matter
of security," said Koofi, who was in New York
heading a delegation of four Afghan women, during a
meeting with journalists at the United Nations.
"If there is a reliable government in Afghanistan
that will accommodate diversity and inclusion of
everyone, including women" it "can be a trusted
partner to the world -- but the reality is that this
is not" the case, she said.

SuuKyi testifies for
first time in junta court
Human Rights Report:
Ousted Myanmar leader Aung San SuuKyi testified for
the first time in a junta court on 26 October, four
months after being put on trial by the military.
She "gave her statement at the court by herself" in
response to charges of incitement related to two
February statements criticising the coup. The
contents of her testimony "cannot be revealed" until
the court has certified them, the source said,
adding this was expected next week.
Media have been barred from attending SuuKyi's trial
at the special court in the military-built capital
Naypyidaw and the junta recently banned her legal
team from speaking to the media. Before the ban, her
lawyers said the Nobel laureate, 76, will not call
any defence witnesses at her incitement trial and
will represent herself.
Taiwan has no right to
join UN: China
Human Rights Report:
China insisted on Wednesday that Taiwan
had no right to join the United Nations, after the
United States ratcheted up tensions with a call for
the democratic island to have greater involvement in
the world body.
In a statement marking 50 years since the UN General
Assembly voted to seat Beijing and boot out Taipei,
US secretary of state Antony Blinken said Tuesday he
regretted that Taiwan had been increasingly excluded
on the world stage.
'As the international community faces an
unprecedented number of complex and global issues,
it is critical for all stakeholders to help address
these problems. This includes the 24 million people
who live in Taiwan,' Blinken said.
'Taiwan's meaningful participation in the UN system
is not a political issue, but a pragmatic one,' he
said.
'That is why we encourage all UN member states to
join us in supporting Taiwan's robust, meaningful
participation throughout the UN system and in the
international community.'
China considers Taiwan - where nationalist forces
fled in 1949 after losing a civil war to the
communists - to be a province awaiting
reunification, by force if necessary.
It responded to Blinken's statement with strident,
albeit familiar, statements emphasising its position
that Taiwan's government had no place on the global
diplomatic stage.
'Taiwan has no right to join the United Nations,' Ma
Xiaoguang, spokesman for the Taiwan Affairs Office
in Beijing, told reporters.
'The United Nations is an international governmental
organisation composed of sovereign states... Taiwan
is a part of China.'
The United States has long called for Taiwan's
inclusion in UN activities.
But the latest statement adds to an escalation of
diplomatic rhetoric and military posturing over
Taiwan.
China is regularly setting records for its number of
warplane flights near the island.
US president Joe Biden last week told a televised
forum that the United States was ready to defend
Taiwan from any Chinese invasion.
Those comments were quickly walked back by the White
House amid warnings from China, continuing a
strategy of ambiguity on whether it would intervene
militarily if China attacked.
The United States switched recognition in 1979 to
Beijing.
US denounces Israel
on settlements
Human Rights Report:
The United States on Tuesday forcefully criticised
Israel for the first time in years on its
settlements, with president Joe Biden's
administration saying it 'strongly' opposed new
construction on the West Bank. The reaction comes
after four years under Donald Trump in which the
United States offered a green light to Israel's
activity on occupied Palestinian land, with his
secretary of state, Mike Pompeo, touring a
settlement at the end of his tenure. The State
Department under Biden had repeatedly warned against
settlement construction and on Tuesday sharply
criticized Israel after it moved ahead. 'We are
deeply concerned about the Israeli government's plan
to advance thousands of settlement units' on
Wednesday as well as tenders published Sunday for
more than 1,300 homes, State Department spokesman
Ned Price said.
