রোহিঙ্গা নিপীড়ন-নির্যাতন-হত্যা সাম্প্রতিক
বিশ্বের বর্বরতম ঘটনা বললে অত্যুক্তি হবে না।
বস্তুত বিশ্বের মানবাধিকার সংগঠনগুলো এ কথাই
বলছে এখন। মিয়ানমারে নিযুক্ত জাতিসংঘের বিশেষ
দূত ইয়াংঘি লি জানিয়েছেন, রাখাইনে মিয়ানমারের
সেনাবাহিনী কর্তৃক নিহতের সংখ্যা এরই মধ্যে ১
হাজার ছাড়িয়ে গেছে। এটা নিঃসন্দেহে জাতিগত
নিধনই। অবস্থা এখন এমন দাঁড়িয়েছে যে, শান্তিতে
নোবেল বিজয়ী বাংলাদেশের ড. ইউনূস, পাকিস্তানের
মালালা ইউসুফজাই, দক্ষিণ আফ্রিকার
বর্ণবাদবিরোধী নেতা ডেসমন্ড টুটুসহ পৃথিবীর
বিশিষ্ট ব্যক্তিরা রোহিঙ্গা নিপীড়নের বিরুদ্ধে
মুখ খুলেছেন। মুখ খোলার জন্য চাপ তৈরি হয়েছে
মার্কিন প্রেসিডেন্ট ডোনাল্ড ট্রাম্পের ওপরও।
এরই মধ্যে মার্কিন সিনেট কফি আনান কমিশনের
সুপারিশ বাস্তবায়নের তাগিদ দিয়েছে। রোহিঙ্গা
নিপীড়নের বিরুদ্ধে রাস্তায় নেমেছে বাংলাদেশ,
ইন্দোনেশিয়া, পাকিস্তান, ভারতসহ বিভিন্ন দেশের
মুসলিম সম্প্রদায়। বস্তুত বসনিয়ার
সেব্রেনিৎসার মুসলিম গণহত্যার মতোই অথবা তার
চেয়েও ভয়াবহ নিষ্ঠুর বর্তমানের রোহিঙ্গা নিধন।
প্রাণের ভয়ে ইতিমধ্যেই বর্তমান দফায় তিন লাখ
রোহিঙ্গা বাংলাদেশে প্রবেশ করেছে। তৈরি হয়েছে
এ দেশের জন্য এক কঠিন চাপ। ইউরোপের শক্তিশালী
অর্থনীতির দেশগুলোয় যেখানে হাজারের হিসাবে
শরণার্থী ঢুকলেই তাদের চোখ কপালে ওঠে, সেখানে
অপেক্ষাকৃত দুর্বল অর্থনীতির বাংলাদেশ
ইতিপূর্বেকার ৫-৬ লাখের অতিরিক্ত আরও ৩ লাখ
রোহিঙ্গাকে ধারণ করতে বাধ্য হয়েছে। মানবাধিকার
প্রশ্নে বাংলাদেশ নিশ্চয়ই এক উচ্চমাত্রার
উদাহরণ সৃষ্টি করেছে। প্রশ্ন হচ্ছে, রাষ্ট্রীয়
নিরাপত্তা ও অর্থনীতির দৃষ্টিকোণ থেকে এই চাপ
দেশ কতকাল বহন করবে? আরও বড় প্রশ্ন, এই দায় কি
এককভাবে বাংলাদেশেরই? ঘটনাচক্রে বাংলাদেশ
মিয়ানমারের সীমান্তবর্তী দেশ হওয়ায় বিপদাপন্ন
রোহিঙ্গারা এখানে প্রবেশ করেছে ও করছে। এর মানে
নিশ্চয়ই এই নয় যে, আন্তর্জাতিক সম্প্রদায়
রোহিঙ্গাদের মানবাধিকার রক্ষায় এবং বাংলাদেশের
দুর্দশায় কার্যকর ভূমিকা রাখবে না। রোহিঙ্গারা
শুধু মিয়ানমারের অধিবাসী নয়, তারা বিশ্ববাসীরই
অংশবিশেষ এবং নিপীড়িত অংশ বটে।
আমরা রোহিঙ্গা সংকটের স্থায়ী সমাধান চাই, কোনো
মলমী সমাধান নয়। জরুরি ভিত্তিতে রোহিঙ্গা
শরণার্থীদের আবাসস্থল ও অন্যান্য মৌলিক চাহিদা
পূরণে আন্তর্জাতিক সম্প্রদায়ের সম্মিলিত
প্রয়াস দরকার যেমন, তেমনি প্রয়োজন রোহিঙ্গাদের
সসম্মানে স্বীয় দেশে প্রত্যাবর্তনের ব্যবস্থা
গ্রহণ। জাতিসংঘের সাবেক মহাসচিব কফি আনানের
নেতৃত্বে গঠিত কমিশন রোহিঙ্গাদের নাগরিকত্ব
প্রদানসহ যেসব সুপারিশ করেছে, সেগুলোর দ্রুত
বাস্তবায়নে এগিয়ে আসতে হবে বিশ্ববাসীকে,
বিশেষত জাতিসংঘ ও পরাশক্তিগুলোকে। মার্কিন
সিনেট অবশ্য আনান কমিশনের সুপারিশ বাস্তবায়নের
কথা বলেছে। মিয়ানমারের দুই বৃহৎ প্রতিবেশী চীন
ও ভারতের ভূমিকা বিতর্কিত হয়ে পড়েছে। আমরা
চাইব সব ধরনের বিতর্কের ঊর্ধ্বে উঠে নিপীড়িত
রোহিঙ্গাদের পাশে দাঁড়াবে দেশ দুটি এবং
বিশ্ববিবেকের সঙ্গে সুর মিলিয়ে সম্মিলিত
প্রয়াসের অংশীদার হিসেবে নিজেদের ঘোষণা দেবে।

Report:
The documentation section of
Bangladesh Human Rights Commission (BHRC) furnished
this human rights survey report on the basis of
daily newspapers and information received from its
district, subdistrict and municipal branches. As per
survey it appears that 143 peoples were killed in
August, 2017 in all over the country. It proves that
the law and order situation is not satisfactory.
Bangladesh Human Rights Commissions extremely
anxious about this situation. In the month of
August, 2017 average 4.61 people were killed in each
day.
The Law enforcing agencies and related Govt.
departments should be more responsible so that
percentage of killing June be brought down to zero
level. To institutionalize the democracy and to
build human rights based society the rule of law and
order must be established everywhere. Through
enforcing rule of law only such violation against
human rights can be minimized. It appears from
documentation division of BHRC: Total 143 person
killed in August 2017.
Killing for dowry 4, killing by family violence 18,
Killed due to social discrepancy 49, Political
killing 4, Killed by Law enforcing authority 7,
Killed due to doctor negligence 4, Kill due to
abduction 7, Assassination 4, Mysterious death 41,
Women & Chilled killed due to rape 5.
Killed by several accidents:
Killed by road accident 222, Suicide 21.
Besides victims of torture:
Rape 54, Torture for Dowry 9, Sexual Harassment 11,
Acid Throwing 1, Journalist torture 5
Explore new export
markets, PM to entrepreneurs

Asking the
industry owners and workers to maintain good
relations for mutual benefits, Prime Minister Sheikh
Hasina on Sunday called for exploring new export
markets as the traditional markets are not in good
shape now, UNB reports.
"The recent economic condition of the traditional
markets is not good for which the export in some
cases has been on downtrend. Those who will find out
new markets, their items will get special
incentives," she said.
The Prime Minister was distributing cheques of
compensation to the heirs of dead workers and to
crippled workers of RMG sector from the central
funds of Labour and Employment Ministry at her
office.
Sheikh Hasina said, "We've to find out in which
country we can export our items in the future and
what type of items they need."
She mentioned that neighbouring countries could also
be good destinations for export items as they have
their own huge market.
The Prime Minister also asked the owners and workers
to maintain good relations for their mutual
benefits.
"Obviously you (owners) will make profits...you've
given attention to the workers for their welfare,
this have to be continued because these people
(workers) run your industries, whatever you earn
that comes in lieu of their sweat, you must remember
that all the time," she said.

'The most rewarding
assignment yet'
Human Rights Report:
The EU's point-man in Dhaka for the
last three years says goodbye on a positive note.
The European Union (EU) is a strong partner of
Bangladesh, as reflected in their robust trade
relations underpinned by the EBA (Everything But
Arms) market access regime. The relations between
Bangladesh and the EU have now grown beyond
assistance. Outgoing EU Ambassador to Bangladesh
Pierre Mayaudon talked to Dhaka Courier on various
aspects of the growing relationship couple of days
before his departure.
"Frankly speaking without exaggeration…probably this
is the most rewarding period of my professional
life," said Ambassador Mayaudon evaluating his
overall Dhaka assignment.
Despite some difficulties and some tragic moments,
he said altogether he is going to have a very
positive conclusion in Bangladesh with great
satisfaction about what he achieved and a fulfilling
experience.
Asked to compare Bangladesh's present situation with
the one three years ago, Ambassador Mayaudon said
the political situation was quite volatile with
widespread agitation and killing of innocent people.
"Three years later, today, the situation is much
more peaceful," he said admitting that the last
election had left many frustrated.
what we can all
learn from the Sundarbans

Being my first trip to Bangladesh, I
wasn't quite sure what to expect. I had read that
Dhaka was one of the busiest cities in the world and
the Bangladeshi people, one of the kindest. Both are
true. I came to visit Dr M A Aziz at Jahangirnagar
University and learn about his important work with
Sundarbans tigers to inform my own PhD. I was also
looking forward to spending some time with WildTeam
- a fantastic local organisation dedicated to the
conservation and protection of the Sundarbans, its
wildlife and people. As part of my visit, WildTeam
kindly organised for me to visit the Sundarbans to
learn about its unique mangrove environment, and the
valuable work delivered through the Bagh Project to
help protect it.
When Aziz and I arrived at Shyamnagar of Satkhira,
we were warmly welcomed by an advanced team from the
local WildTeam office. After leaving the bus at
Shyamnagar, we embarked on an exciting motorbike
ride to Tiger Point - a beautiful lodge quietly
tucked away in the Sundarbans. The replacement of
car horns and rickshaw bells with the sounds of
birds, bees and trees quickly became apparent; the
surroundings are lush and green, and I can now fully
appreciate the joys of visiting Sundarbans during
monsoon. After a swift breakfast, we headed to the
boat to meet WildTeam's Forest Tiger Response Team (FTRT),
who were all so welcoming. The FTRT men do an
incredible job, which is clearly no easy task. They
are responsible, in association with the Forest
Department, for supporting communities in dealing
with the rescue of tiger victims who earn their
livelihoods from the forests, as well as offering
any support in the event of a tiger attack or
'stray' tiger situation. I found some of the stories
of their recovery efforts harrowing, yet, despite
their difficult role, they remain focused and
unquestionably dedicated to their work, whilst
separated from their own families for much of the
time. To say they are an inspiration does not do
them justice.
We travelled slowly up the river with the FTRT team
(of course I was hoping to catch a glimpse of some
stripes on the river bank) until reaching the
village of Gaburatoattend the Village Tiger Response
Team (VTRT) monthly meeting. I had no idea I would
have such an opportunity, and it was a very moving
experience. But this will not continue without
sustainable support in place, and I for one want to
help, if for no other reason than to help save our
own skins..

Myanmar envoy summoned to lodge strong protest
Human Rights Report:
Some 5,000 Rohingya Muslims have reportedly been
stranded at border points fleeing from a fresh
military crackdown in Rakhine State to Bangladesh.
They had been halted at the border with Bangladesh,
officials said.
"About 1,000 Rohingya arrived at the Naf river
separating Myanmar and Bangladesh and got stranded
there," Mohammad Ali Hossain, Deputy Commissioner of
Cox's Bazar district told media on Saturday.
He added, "Thousands more remained stranded at
border points. They were trying to enter, but no one
will be allowed."
Border Guard Police (BGP) of Myanmar on Saturday
opened fired on a group of stranded Rohingya at the
Zero Points of Bangladesh-Myanmar border.
The incident took place at the Thumbru border point
of Nikhanchori in Bandarban, said Lt Col Manjurul
Ahsan Khan, Commander of 34 Border Guard Bangladesh
(BGB) Battalion.
"We have lodged strong protest against their
action," he added.
Bangladeshi border security forces on Saturday
morning sent back over 70 Rohingyas to Myanmar after
intercepting them on Naf River.
In the last few days, they have sent back more than
500 Rohingya Muslims who tried to sneak into
Bangladesh through various border points.
BGB and Coast have already stepped up patrols to try
to stem the tide of refugees crossing the border
amid fresh violence in Rakhine, the home to more
than a million Rohingya, a Muslim minority group of
Myanmar's Buddhist majority.
At least 100 people including dozens of security
forces were killed on Friday as fresh fighting has
erupted in Myanmar's Rakhine State.
The violence has forced the Rohingya Muslims to
cross into Bangladesh from Myanmar for safe shelter.
A similar violence erupted in last October when
Myanmar authorities launched a "bloody crackdown" on
Rohingya Muslims in a so called ethnic cleansing
prompting the minority community to cross into
Bangladesh en mass fleeing from their lands. Many of
those interviewed by media told horrific stories of
gang rape, torture and murder at the hands of
Myanmar security forces.
Myanmar authorities denied allegations of abuse but
banned foreign journalists and independent
investigators from accessing the area.
Meanwhile, the foreign ministry on Saturday summoned
Myanmar envoy in Dhaka and lodged a strong protest
over the recent happenings, including the fresh
entry of Myanmar nationals into Bangladesh.
Bangladesh reportedly lodged a strong protest also
for tagging a word 'Bengali' with the recent attack
in Rakhine State and encouraging fresh entry of
Myanmar nationals into Bangladesh, a Diplomatic
source said.
It also expressed concerns over a renewed crisis as
more Rohingyas, fleeing persecution, were crossing
into Bangladesh..

This year's floods, that in August could be said to
have truly arrived, must give Bangladeshis of all
persuasions pause for thought. Of course, monsoon
flooding to some extent is a feature to our
geography that we can never quite get away from. The
severity of the challenge it poses each year, is
also not in our hand, being mainly a function of the
amount of rainfall in the South Asian monsoon, as
well as events in upper riparian India, with whom
our relationship in the vital area of managing 54
transboundary rivers leaves so much to be desired.
Yet what this year's flood will stand out for, is
perhaps the sheer helplessness of the whole
enterprise, in man's fight against the elements from
such a disadvantaged position. Over the years
Bangladesh has developed the tools to learn to live
with nature's vagaries - everything from
community-based adaptation programmes making use of
homespun wisdom to more recently adapting a bit of
the modern technology on offer to build up more
effective warning systems and shelter sites. Our
ingenious farmers have even innovated the technique
of 'floating farming' to allow for the use of the
acreage that in the past would get routinely lost to
agriculture for the period of flooding.
