প্রবাসীদের মানবাধিকার
প্রবাসীদের কল্যাণে বিশেষ দায়িত্ব দিয়ে
‘প্রবাসী কল্যাণ বোর্ড আইন-২০১৭’ খসড়ার নীতিগত
অনুমোদন দিয়েছে মন্ত্রিসভা। এই বোর্ড
প্রবাসীদের পরিবারের সদস্যদের কল্যাণে প্রকল্প
গ্রহণ ও পরিচালনা করবে।
প্রবাসী কর্মী ও তাদের পরিবারের কল্যাণে তহবিল
থেকে অর্থ বরাদ্দ দেয়াসহ বিভিন্ন সুবিধা
নিশ্চিত করবে এই বোর্ড।
সম্প্রতি সচিবালয়ে মন্ত্রিসভার বৈঠকে এ
অনুমোদন দেয়া হয়। প্রধানমন্ত্রী শেখ হাসিনা
বৈঠকে সভাপতিত্ব করেন।
বৈঠক শেষে মন্ত্রিপরিষদ সচিব মোহাম্মদ শফিউল
আলম সাংবাদিকদের এ কথা জানান।
তিনি বলেন, নতুন এই আইন কার্যকরের সঙ্গে সঙ্গে
ওয়েজ অনার্সসহ কল্যাণ তহবিল বিধিমালা
কার্যকারিতা হারাবে। প্রবাসী কর্মী ও তাদের
পরিবারের সদস্যদের অধিকার সুরক্ষা ও নিরাপত্তা
নিশ্চিত করা এবং তাদের কল্যাণের জন্য এই আইন
করা হয়েছে।
জানা গেছে, এই বোর্ড অভিবাসীদের পরিবারের
সদস্যদের কল্যাণার্থে প্রকল্প গ্রহণ ও পরিচালনা
করবে; প্রবাসী কর্মী ও তাদের পরিবারের
কল্যাণার্থে তহবিল থেকে অর্থ বরাদ্দ দেবে;
বিদেশে বাংলাদেশ মিশনগুলোর মাধ্যমে প্রবাসীদের
কল্যাণে কার্যক্রম পরিচালনা ও তত্ত্বাবধান করবে;
অভিবাসী মৃত কর্মীর লাশ স্বদেশে ফেরত আনা এবং
সৎকারে সহায়তা প্রদান করবে; অসুস্থ, আহত, পঙ্গু,
অক্ষম প্রবাসীদের দেশে আনা ও চিকিৎসায় সহায়তা
দেবে; বিদেশে মৃত্যুবরণকারীর পরিবারকে আর্থিক
সহায়তা দেবে; প্রবাসীদের মৃত্যুজনিত ক্ষতিপূরণ,
বকেয়া বেতন, ইন্স্যুরেন্সের অর্থ ও সার্ভিস
বেনিফিট আদায়ে সহায়তা করবে; প্রবাসী কর্মীদের
মেধাবী সন্তানদের বৃত্তি প্রদান ও তাদের আইনি
সহায়তা দেবে; প্রবাসী কর্মীদের জন্য
তথ্যকেন্দ্র, হাসপাতাল ও শিক্ষাপ্রতিষ্ঠান
স্থাপন ও পরিচালনা করবে।
এছাড়া বিদেশে কর্মরত কোনো নারী অভিবাসী
বিপদগ্রস্ত বা দুর্ঘটনার শিকার হলে তাকে
উদ্ধার করে দেশে ফেরত আনা, চিকিৎসা ও আইনি
সহায়তা প্রদান করা; দেশে প্রত্যাগত নারী
অভিবাসী কর্মীদের সামাজিক ও অর্থনৈতিকভাবে
পুনর্বাসন করা এবং নারী অভিবাসীদের নিরাপত্তার
জন্য দেশে কিংবা বিদেশে সেফ হোম প্রতিষ্ঠা ও
পরিচালনা করা হবে প্রবাসীকল্যাণ বোর্ডের কাজ।
প্রবাসীরা মানবেতর জীবনযাপনের মধ্যে দিয়ে
পিতা-মাতা, স্ত্রী-সন্তানের মায়া-মমতা কুরবান
করে দেশে রেমিট্যান্স পাঠাচ্ছে। প্রবাস জীবন
থেকে অনেকেই মা-বাবা, স্ত্রী-সন্তানের কাছে
লাশ হয়ে ফিরে আসছে। তাই তাদের এই ত্যাগের দিকে
খেয়াল করে সরকার যে পদক্ষেপ গ্রহণ করেছে তা
যেন সঠিকভাবে বাস্তবায়ন হয়। তাহলে অনেক
প্রবাসীদের পরিবারেই কিছু না কিছু হলেও শান্তি
ফিরে আসবে।

Report:
The documentation section of
Bangladesh Human Rights Commission (BHRC) furnished
this human rights survey report on the basis of
daily newspapers and information received from its
district, subdistrict and municipal branches. As per
survey it appears that 109 peoples were killed in
April, 2017 in all over the country. It proves that
the law and order situation is not satisfactory.
Bangladesh Human Rights Commissions extremely
anxious about this situation. In the month of April,
2017 average 3.63 people were killed in each day.
The Law enforcing agencies and related Govt.
departments should be more responsible so that
percentage of killing may be brought down to zero
level. To institutionalize the democracy and to
build human rights based society the rule of law and
order must be established everywhere. Through
enforcing rule of law only such violation against
human rights can be minimized.
It appears from documentation division of BHRC:

Besides victims of torture:
Rape 44, Torture for Dowry 9, Sexual Harassment 7,

Teesta will flow,
Hasina still hopes
Human Rights Report:
Prime Minister Sheikh Hasina on Tuesday said she did
not return from her India trip empty-handed.
She also said with conviction that the waters from
the Tessta River must come towards Bangladesh.
"Nobody could stop water flow towards Bangladesh
from the Tessta River," she told a crowded press
conference at her Ganobhaban official residence on
her just concluded India visit.
"I did not return empty-handed. I got something,"
she said, terming her India visit as successful.
"Many people are talking about Teesta right now but
when India constructed a barrage at Gazaldoba point
on Teesta River during BNP regime, none could say
anything. Even, the then BNP government didn't raise
its voice against the barrage," she said. The Prime
Minister said Bangladesh is facing the consequence
of the barrage.
"Since the country's independence many governments
came to power but none could talk about the Teesta.
But Awami League is always talking about the issue,"
Sheikh Hasina said.
When asked about West Bengal Chief Minister Mamata
Banerjee's alternative proposal to address the
issues, Hasina said, "I have also given her (Mamata)
an alternative proposal. I have told her that they
could take other rivers' waters and give us Teesta's
water. The discussion on the issue will continue."

Malaria prevention
works: let's close the gap
Human Rights Report:
World Health Organization (WHO)'s Regional Director
for South-East Asia Dr Poonam Khetrapal Singh has
called for emphasizing on malaria prevention works
aiming to close the gap.
He made the call in a media statement issued on
Monday (April 24). The WHO Regional Office for
South-East Asia released the statement on the
occasion of the 'World Malaria Day 2017' to be
observed on April 25.
The WHO also published a report under the titled
'Malaria prevention works: Let's close the gap'.
This year's theme of the day is "A push for
prevention".
In the media statement, WHO Regional Office said
that as the theme of this year's day emphasizes,
enhancing prevention is a critical means of closing
the gap and ending malaria for good. Though policy
must always respond to local needs, there are
powerful strategies that can accelerate gains.
In the media statement, the Regional Office claimed
that the world has made significant progress in
reducing malaria's deadly burden. Between 2000 and
2015 the incidence rate of malaria is estimated to
have decreased by 37%. Malaria mortality was slashed
by 60%, with the Millennium Development Goal (MDG)
of halting and reversing malaria incidence
convincingly met.
The South-East Asia Region is part of this story.
The region reached the malaria-related MDG targets.
More recently, between 2010 and 2015 it cut case
incidence by an estimated 54% and the malaria
mortality rate by an estimated 46%. In 2015 and 2016
respectively, Maldives and Sri Lanka were certified
malaria-free - a stunning achievement.
But further progress must be forged. Malaria remains
endemic in nine of the region's 11 countries.
Multi-drug resistance, including to artemisinin-based
combination therapies, is an ever-present threat, as
is resistance of malaria-transmitting mosquitoes to
insecticides.

Flood in nine dists worsens
Human Rights Report:
The flood situation in nine districts including
Sunamganj, Habiganj, Netrakona, Jamalpur, Kishorganj,
Moulvibazar, Sylhet, B'baria and Bhola has worsened
as heavy rainfall and onrush of water from the
upstream submerged new areas in the districts on
Monday, reports UNB. The Urar Bondho dam in 'Pagnar
Haor' in Jamalganj and Dirai upazilas breached at
various points in the early hours, damaging crops on
some 9,000 hectares of land newly. The dam broke
down around 5am due to the gushing water, said
Jahedul Haque, deputy director at the Department of
Agricultural Extension (DAE) in the district. The
water level in the hoar marked an unusual rise due
to incessant rain for the last few days and water
rolling down from the areas, he said. Boro crops on
9,000 hectares of land went under water afresh. With
this, boro paddy on some 66,289 hectares of land was
damaged in the district by the flashflood in the
last 24 days. In Habiganj, the flood situation in
the district took a turn for the worse due to
torrential rain and onrush of hilly water. The Khoai,
Kushiara and Kalni rivers are flowing above their
danger levels in the last 48 hours, inundating many
croplands. Boro crops on 50,000 hectares of land
were damaged by the flood in the last few days.
Meanwhile, around 500 houses were damaged as
nor'westers lashed different villages in Sadar and
Bahubal upazilas in the last one week. The local
administration has provided 203 tonnes of rice, Tk
7.52 lakh in cash and construction materials worth
Tk 3.54 lakh among the storm-affected people. In
Bhola, crops on 24,000 hectares of land were damaged
due to the flood caused by torrential rain for the
last several days. The local DAE feared that robi
crops worth Tk 100 crore might be damaged by the
sudden flood as 24,000 hectares of croplands were
inundated by water. This year, a total of 1.44 lakh
hectares of land were brought under robi cultivation
in seven upazilas of the district. Of them, 77,000
hectares were submerged by the flood water and
24,000 hectares were fully damaged. Pranshanto Kumar
Saha, deputy director of Bhola DAE, said 381 mm
rainfall was recorded in the district till Monday
this year while it was 12 mm last year. In
Brahmanbaria, boro crops on 1,840 hectares of land
were inundated by fresh flood caused by the heavy
rains for the last five days.
Malala made UN
Messenger of Peace

Report:
Nobel Peace
Prize winner Malala Yousafzai has been made the
youngest ever UN Messenger of Peace.
The 19-year-old, who is doing her A-levels and has
an offer from a top UK university, will take the
role with a special focus on girls' education.
In 2012 Ms Yousafzai was nearly killed by the
Taliban for campaigning for girls' rights to
education.
Accepting the accolade in New York, she said:
"(Bringing change) starts with us and it should
start now."
"If you want to see your future bright, you have to
start working now (and) not wait for anyone else,"
he said.
United Nations secretary-general Antonio Guterres
described her as a "symbol of perhaps the most
important thing in the world - education for all".
Last month, Ms Yousafzai said she had received an
offer to study politics, philosophy and economics at
a UK university, on condition of achieving three As
in her A-levels.
Ms Yousafzai, who narrowly escaped death after being
attacked on her way home from school in Pakistan,
did not confirm which university had made the offer.
US set for vital vote on Obamacare
repeal

Report:
The US House of Representatives will hold a vote on
Thursday on a revised healthcare bill that
Republicans hope will replace Obamacare.
House Majority Leader Kevin McCarthy said the
leadership in the party was confident it had secured
enough votes for the bill to pass, reports the BBC.
It would then go to the Senate where it could face a
more tricky passage.
President Donald Trump made the repeal of his
predecessor's signature law a central campaign
promise.
He has played a personal role this week in
persuading wavering Republicans to come on board.
Their first attempt at getting a healthcare bill
collapsed in disarray in March, despite the party
controlling both legislative chambers and the White
House.
But several key Republicans this week reversed
course, partly due to an amendment by Congressman
Fred Upton to provide $8bn (£6.2bn) over five years
towards coverage for sick people.
But Democrats said the amount was woefully
inadequate.
Senate minority leader Chuck Schumer said: "The
Upton amendment is like administering cough medicine
to someone with stage four cancer."
Members of the House Freedom Caucus, a group of
ultraconservative lawmakers, indicated the Upton
amendment would not be a deal-breaker for them.
