নিরাপদ খাদ্য এবং
মানবাধিকার
খাদ্য যদি নিরাপদ না হয়, তবে তাহা আর ‘খাদ্য’
থাকে না। এই সময়ের বাস্তবতা হল, খাদ্যকে
স্বাভাবিক এবং ভেজাল ও অন্যান্য দূষণ হতে
নিরাপদ রাখা একটি বিশ্বজনীন সমস্যা। বাংলাদেশে
নিরাপদ খাদ্য সংক্রান্ত আইন ও বিধি বিশুদ্ধ
খাদ্য অধ্যাদেশ-১৯৫৯ এবং বিশুদ্ধ খাদ্য
বিধিমালা-১৯৫৭ রয়েছে। ২০১৩ সালে নিরাপদ খাদ্য
আইন পাস হওয়ার পর ২০১৫ সালের ফেব্র“য়ারি মাসে
গঠন করা হয় নিরাপদ খাদ্য কর্তৃপক্ষ।
কর্তৃপক্ষের বোর্ড গঠন হয়েছে প্রায় দেড় বছর
পূর্বে। তার পরও নূতন এই সংস্থা এখনো পুরাদমে
কাজে নামিতে পারিতেছে না। তার বড় কারণ জনবলের
অভাব। একটি সহযোগী দৈনিকে প্রকাশিত প্রতিবেদন
হতে জানা যায়, নিরাপদ খাদ্য কর্তৃপক্ষ যে
বোর্ড গঠন করেছে, তাতে মোট জনবল প্রয়োজন এক
হাজার চার জন। তার বিপরীতে অনুমোদন দেয়া হয়েছে
মাত্র ৪২২ জনের। আর বর্তমানে সেখানে নিয়োজিত
রয়েছে মাত্র ১১ জন। যেহেতু এই নিয়ন্ত্রণ
সংস্থার প্রধান কাজ হল অনিরাপদ ও ভেজাল খাদ্য
প্রতিরোধের নিয়মকানুন নির্ধারণ, সমন্বয় ও
পরিবীক্ষণ; সেহেতু এমন জনবল স্বল্পতায় সংস্থাটি
এক ধরনের ‘নিধিরাম সর্দার’ অবস্থায় রয়েছে।
সংবাদপত্রে অনিরাপদ খাদ্য নিয়ে প্রতিবেদন
প্রকাশিত হচ্ছে নিরন্তর। অসাধু ব্যবসায়ীদের
কারসাজি ছাড়াও নানা কারণে খাদ্য দূষিত হতে পারে।
খাদ্য উৎপাদন, প্রক্রিয়াজাতকরণ, পরিবহন,
খাদ্যগ্রহণ প্রক্রিয়ার যেকোনো পর্যায়ে
শিল্পজাত খাদ্যদ্রব্য খাবার অনুপযোগী হয়ে যেতে
পারে। ভোক্তাকে যদি অসাধু ব্যবসায়ী ভেজাল
খাদ্য গছিয়ে দেয়, তবে এই অপরাধের শাস্তির
ব্যবস্থা করাটা আবশ্যক বটে। আর শাস্তির জন্য
প্রয়োজন অসাধু ব্যবসায়ীর বিরুদ্ধে অভিযোগটি
প্রমাণ করার। এই জন্য বিভিন্ন ধরনের বিধান তৈরি
করা হচ্ছে। রয়েছে আরো বিবিধ কার্যবিধি। সুতরাং
পর্যাপ্ত জনবল না থাকলে নিরাপদ খাদ্য
কর্তৃপক্ষ অনিরাপদ ও ভেজাল খাদ্য প্রতিরোধ করবে
কী করে? অনিরাপদ খাদ্য এখন সারা বিশ্বেই
জনস্বাস্থ্যের জন্য গুরুত্বপূর্ণ সমস্যা হিসাবে
চিহ্নিত হচ্ছে। বিশ্বব্যাপী সব সরকারই নিজ নিজ
ক্ষেত্রে নিরাপদ খাদ্য নিশ্চিত করার জন্য
বহুবিধ প্রচেষ্টায় নিয়োজিত। শিল্পোন্নত দেশে
খাদ্যবাহিত রোগের সংখ্যা ফি বছর শতকরা ৩০ ভাগ
বৃদ্ধি পাচ্ছে মর্মে তথ্য রয়েছে। উন্নয়নশীল
দেশের অবস্থা যে আরো অনেক বেশি নাজুক, তা
সহজেই অনুমেয়।
সুতরাং আমাদের দেশে খাদ্যকে নিরাপদ রাখতে যে
নূতন আইন প্রণয়ন করা হয়েছে এবং তার যে
কর্তৃপক্ষ রয়েছে, সেই সংস্থা যাতে সুষ্ঠুভাবে
তাদের জনগুরুত্বপূর্ণ কার্যক্রম চালিয়ে যেতে
পারে, সেই জনবল বৃদ্ধির বিষয়টি দিনের পর দিন
হিমঘরে রাখা কাম্য নয়। এতদ্সঙ্গে এটাও স্মরণে
রাখতে হবে যে, কেবল আইন ও কর্তৃপক্ষই শেষ কথা
নয়, প্রতিটি মানুষকেও সচেতন হতে হবে নিরাপদ
খাদ্য ক্রয় ও গ্রহণের ব্যাপারে। কেবল সকলের
সম্মিলিত সচেতনতার ভিতর দিয়েই খাদ্যের নিরাপদ
ব্যুহ তৈরি করা সম্ভব।

Report:
The documentation section of Bangladesh Human Rights
Commission (BHRC) furnished this human rights survey
report on the basis of daily newspapers and
information received from its district, subdistrict
and municipal branches. As per survey it appears
that 175 peoples were killed in September, 2016 in
all over the country. It proves that the law and
order situation is not satisfactory. Bangladesh
Human Rights Commissions extremely anxious about
this situation. In the month of September, 2016
average 5.83 people were killed in each day.
The Law enforcing agencies and related Govt.
departments should be more responsible so that
percentage of killing may be brought down to zero
level. To institutionalize the democracy and to
build human rights based society the rule of law and
order must be established everywhere. Through
enforcing rule of law only such violation against
human rights can be minimized.

Hasina-Modi crucial meeting in Goa Oct 16
Human Rights Report:
Prime Minister Sheikh Hasina will have a crucial
bilateral meeting with her Indian counterpart
Narendra Modi in Goa on October 16, where they are
likely to decide their attendance in the upcoming
Saarc Summit.
The meeting is likely to decide the fate of the
November Saarc Summit scheduled to be held in
Islamabad in November, a diplomat told UNB on
Saturday.
There is already "cloud" over the summit following
recent tensions between India and Pakistan, while
the last two ministerial-level meetings witnessed
poor representation from Bangladesh and India, said
another diplomat wishing to remain anonymous.
The recent interviews given by Bangladesh High
Commissioner in New Delhi Syed Muazzem Ali to Indian
media also indicate the importance of the meeting
between the Bangladesh Prime Minister and her Indian
counterpart, the diplomat said.
The Prime Minister will visit India on October 15 to
attend an outreach meeting at the 8th BRICS Summit
to be held in Goa on October 15-16.
"Perhaps, at the Goa outreach event, the two Prime
Ministers (Hasina and Modi) can also discuss their
attendance at the forthcoming Saarc Summit in
Islamabad," said Muazzem Ali while talking to Indian
media recently.
Prime Minister Sheikh Hasina is yet to take any
final decision over her participation in the
upcoming South Asian Association for Regional
Cooperation (Saarc) though a section of media
reported that she will not be attending, officials
said.

International Human Rights Commission (IHRC) New USA
Chapter organised a Human Rights Conference on 28
September, 2016 at 3:00PM of Jackson Heights New
York, USA.
IHRC International Secretary General Dr. Saiful I.
Dildar was present the conference as a Chief Guest.
Md. Sharif Ahmed Laskar IHRC USA National President
& BHRC New York State Governor preside over the
conference.
Enr. Kazi Rezaul Mustafa, President of National
Executive Committee of BHRC, Md. Mahbubul Alam
Executive President of BHRC Greater Mirpu Regional
Branch were present the conference as special guest.

Malala Yousafzai
demands world leaders to guarantee schooling for all
refugee children

Human Rights Report:
'You give education to the children of these
families and you guide them and you make their
future,' says the Nobel Peace Prize laureate
Malala says the situation is especially precarious
for young women refugees who are less likely to
receive secondary schooling than their male
counterparts
Nobel Peace Prize laureate Malala Yousafzai has
urged world leaders to guarantee all refugee
children access to a full 12-year education.
She said the move is necessary to avoid a lost
generation as the planet struggles with the largest
number of displaced peoplesince the Second World
War.
The question of how to deal with over 21 million
refugees tops the agenda at this month's 71st
Session of the UN General Assembly.
And Malala said that because more children than ever
are spending their school years as refugees,
education is crucial.

"It's not just giving attendance, a bit of food that
will protect these families in the future, it is
also education. You give education to the children
of these families and you guide them and you make
their future," she told The Associated Press from
her home in Birmingham.
Malala, now 19, became the youngest Nobel Prize
laureate in 2014 when she was recognised for her
advocacy of the right of all children to education.

Konitsa Refugee
Camp protests in northern Greece
This is a collaborative article, written by a Syrian
refugee minor with additional information from the
refugee communities of Konitsa Refugee Camp, Greece
At the start of September 2016, I - along with
thousands of other Syrians currently living in
refugee camps - took part in street protests,
peaceful sit-ins, strikes and marches in the cities
where the camps are throughout the whole of Greece.
You may not have seen information about the strikes
or protests in the news. It is difficult for us -
with little support, contacts and power - to get the
information about this out, to talk directly to the
people of Europe. We have kindly been given this
platform in openDemocracy in order to address you,
the people of Europe, directly.
We have been demonstrating because we need to ask
for three things: (1) that the EU opens the Greek
borders; (2) that better care is provided for
refugees such as ourselves in the camps; and (3)
that we be treated with dignity - as human beings,
not as animals - and that we are able to achieve a
future where we can live as we hope, in peace and in
dignity.
The most important aim of the strikes and protests
is to send the message to the Greek government and
the EU that we need you to open the border, to let
us into the rest of Europe. Everyone of us is asking
that the borders be opened, or else that you find
other ways for us to continue our journey. We
recognise that there are steps being taken to
reunite families and help minors trapped here
without their parents or families - through the UN
relocation and family reunion programme - but it is
slow and we do not know how long it will take before
we will see our families and loved ones again. As
such, it has to be made faster.
Secondly, we need the camps to take better care of
us. If you saw some of the camps in Greece, you
would see that many of the camps are not able to
provide even the basics: food, clothes, money..

Govt to respond
UNESCO concern next week
Human Rights Report:
The government will respond by next week to a report
sent by UNESCO requesting it to conduct a revised
Environment Impact Assessment (EIA) before going
ahead with the Rampal power plant.
State Minister for Power, Energy and mineral
Resources Nasrul Hamid told this to journalists on
Sunday after inauguration of a workshop in Bidyut
Bhaban in the city.
"The government is conscious about the preservation
of the Sundarbans since it is our national
resource," he said. After a visit by a three-member
reaction mission team from the United Nations
Education Scientific and Cultural Organization
(UNESCO), a report was sent to the government last
month, seeking a specific assessment of the
potential impact of a thermal power plant near the
Sundarbans and the dredging of the Pashur river,
sources said.
The construction work of Rampal power plant will not
be suspended despite the advice of UNESCO, the
minister also told the journalists.
"The construction will continue since the government
has not yet reverted its previous state," he said.
The remarks of the junior minister came against the
backdrop of a UNESCO report that suggested the
government to cancel the Rampal project. The scheme
has been taken to build a 1320 MW coal-fired power
plant at a site near the Sundarbans.
The government was also requested to submit a
revised EIA report with the advice note of the
International Union for Conservation of Nature (IUCN)
before advancing with the physical work of the power
plant.
Bangladesh and India are jointly implementing the
project despite strong opposition from local
environmental groups. Indian power company BHEL has
been awarded a contract to set up the plant.
HC orders BB to confiscate Tamapco
owner's bank account
Human Rights Report:
The High Court on 26 September 2016 ordered
Bangladesh Bank (BB) to confiscate the bank account
of factory owner of 'Tampaco Foils' which was
ravaged by a fire on Septemner 10, leading to the
death of at least 39 people.
An HC bench comprising Justice M Enayetur Rahim and
Justice Ashish Ranjan Das passed the order.
The court also issued a rule asking the authorities
concerned why the victims of 'Tampaco Foils' fire
will not be provided with compensation.
The court ordered that the money would be withdrawn
from the owner's bank account only to provide salary
and compensation to the workers of the factory.
The court also asked the central bank to submit
reports in every two-month interval on which sector
the money for the confiscated bank account would be
spent.
Earlier the court fixed today to pass its order on a
writ petition filed seeking its directives to
provide compensation for the victims of the 'Tampaco
Foils' fire and take necessary steps to arrest those
responsible for the incident.
Bangladesh Legal Aid and Services Trust (BLAST), Ain
O Salish Kendra and Bangladesh Environmental Lawyers
Association (Bela) filed the writ petition on
September 19.
Thirty eight people were killed and 40 others
injured as a devastating fire raged through 'Tampaco
Foils' factory fire in Tongi BSCIC Industrial area
in the early hours of September 10.
Two cases were filed in connection with the
devastating fire incident.
PM confers 'Bangladesh Liberation
War Honour' on Pierre Trudeau
Human Rights Report:
Bangladesh Prime Minister Sheikh Hasina hands over
the "Friends of Liberation War Honour" award to
Pierre Trudeau's son and Canada's incumbent PM
Justin Trudeau after her bilateral talks with him at
Hyatt Regency Montreal, Quebec on September 16,
2016.
The Bangladesh government awarded the honour to
Pierre Trudeau for his outstanding support and
contribution during the Liberation War of Bangladesh
in 1971.
