নকল ও ভেজাল ওষুধ এবং মানবাধিকার


ওষুধের পাইকারি মার্কেট মিটফোর্ড থেকে আবার জব্দ হয়েছে বিপুল পরিমাণ নকল ও ভেজাল ওষুধ। জব্দ করা ওষুধের মধ্যে রয়েছে প্রায় দুই কোটি টাকা দামের কিডনি, ক্যান্সার, ডায়াবেটিস ও লিভারের বিভিন্ন রোগের ওষুধসহ বিপুল পরিমাণ নকল অ্যান্টিবায়োটিক। ওষুধ প্রশাসন অধিদপ্তরের ভ্রাম্যমাণ আদালতের পক্ষ থেকে সাতটি গোডাউনের মালিককে জেল ও জরিমানা, উভয় দন্ডে দন্ডিত করা হয়েছে। কাজটি করতে গিয়ে ভ্রাম্যমাণ আদালতকে স্থানীয় ওষুধ ব্যবসায়ীদের বাধার মুখে পড়তে হয়েছে। পরে অতিরিক্ত র‌্যাব মোতায়েন করে পরিস্থিতি নিয়ন্ত্রণ করা হয়।
নকল ও ভেজাল ওষুধের কারবারিদের বিরুদ্ধে এ ধরনের অভিযান মাঝেমধ্যেই পরিচালনা করা হয়। কিন্তু তাতে কোনো লাভ হয়েছে বলে মনে হয় না। অভিযানের পর আবার সেই আগের অবস্থায় ফিরে যায় ব্যবসায়ীরা। মিটফোর্ডের পাইকারি বাজার থেকে সারা দেশে ছড়িয়ে দেওয়া হচ্ছে নকল ও ভেজাল ওষুধ। এসব দেখার মূল দায়িত্ব যে ওষুধ প্রশাসনের, তাদের বিরুদ্ধে রয়েছে বিস্তর অভিযোগ। প্রশাসনিক ব্যর্থতার কারণেই ভেজালকারীরা দিনে দিনে দোর্দন্ড প্রতাপশালী হয়ে উঠছে। ওষুধ প্রশাসনের এক শ্রেণির কর্মকর্তা-কর্মচারী নিয়মিত মাসোহারা পেয়ে থাকেন এমন অভিযোগও রয়েছে। তাঁদের প্রত্যক্ষ ও পরোক্ষ সহযোগিতায় কারখানায় তৈরি হচ্ছে নকল ও ভেজাল ওষুধ। মিটফোর্ডের পাইকারি বাজার হয়ে তা ছড়িয়ে যাচ্ছে দেশের প্রত্যন্ত অঞ্চলে। ভেজাল ও নকল ওষুধ ব্যবসায়ীদের কাছে ওষুধের বৃহত্তম এই মার্কেটও জিম্মি হয়ে পড়েছে বলে অভিযোগ রয়েছে। এর আগেও নকল ও ভেজাল ওষুধ উদ্ধার ও জব্দ করা হয়েছে। নকল ওষুধের কারখানা আবিষ্কৃত হয়েছে। নকল প্যারাসিটামলসহ অন্যান্য ওষুধ সেবনে শিশুমৃত্যুর ঘটনাও ঘটেছে। কিন্তু নকল ওষুধ তৈরি ও বাজারজাত করার প্রবণতা বন্ধ হয়নি। এসব ওষুধ সেবন করে সুস্থ হওয়ার পরিবর্তে মানুষ আরো বেশি অসুস্থ হচ্ছে। মারা যাচ্ছে। অভিযোগ রয়েছে, অনেক ব্যবসায়ী নকল ও ভেজাল ওষুধ তৈরির জন্য নির্দিষ্ট কিছু কারখানাকে দাদনের মতো আগাম টাকা দিয়ে থাকে। এর আগে অনেক ট্যাবলেট ও ক্যাপসুল পরীক্ষা করে দেখা গেছে, সেগুলোর ভেতর সাধারণ আটা-ময়দা ছাড়া কিছু নেই। সিরাপের মধ্যে আছে শুধু পানি।
একজন অসুস্থ মানুষ সুস্থ হওয়া তথা জীবন বাঁচানোর তাগিদে যে ওষুধের উপর নির্ভর করে, আর সেই ওষুধই যদি হয় ভেজাল, তাহলে মানুষ যাবে কোথায়? ভেজাল ওষুধ সেবন করে সুস্থতার পরিবর্তে ধীরে ধীরে মৃত্যুর দিকে এগিয়ে যাচ্ছে। আমরা আজ মানুষ বলে পরিচয় দিয়ে থাকি, কিন্তু মনুষ্যত্ব বিকিয়ে দিয়েছি অর্থের কাছে। কতিপয় ব্যক্তির অর্থলোভের কারণে বিপন্ন হচ্ছে আজ মানবাধিকার। জেল জরিমানা করেও এই অপরাধ প্রবণতা থেকে ফিরানো যাচ্ছে না কিছু অসাধু ব্যবসায়ীদের। আমাদের আজ মানবতাবোধের খুবই অভাব, শুধু মানবতাবোধ জাগ্রত হলেই এসব অপরাধ থেকে রেহাই পাওয়া সম্ভব।

PM seeks comprehensive global efforts for water management

Human Rights Report:
Prime Minister Sheikh Hasina today sought comprehensive global efforts for water management, urging world leaders to prioritize the water issues in their policies and actions, laying out a seven-point agenda involving the scarce resource.
"We must work together (for water management) and act now . . . Bangladesh is committed to playing its role in this regard," she told the opening of Water Summit-2016 at Hungarian capital of Budapest drawing heads of state and government of different countries.
The Bangladesh premier particularly laid emphasis on charting out an appropriate policy on sharing trans-boundary waters saying "effective management of trans-boundary river water is very important" referring to the importance of water in the traditional life of the downstream deltaic country.
"Scarcity is not the main cause for persisting water crisis but the problem is also linked with equitable distribution," she said but acknowledged sharing of cross-border streams as a "complex issue".
Sheikh Hasina, a member of UN High-Level Panel on Water (HLPW), laid out the seven-point agenda being the head of government of riverine Bangladesh, crisscrossed by 230 rivers, 54 being cross-boundary ones. "Water occupies a central place to our culture, ethos, lives and livelihoods," she said.

 

 

BHRC Human Rights Report on November 2016
 Total 260 persons killed in November, 2016

 

Human Rights Report:
The documentation section of Bangladesh Human Rights Commission (BHRC) furnished this human rights survey report on the basis of daily newspapers and information received from its district, sub-district and municipal branches. As per survey it appears that 260 peoples were killed in November, 2016 in all over the country. It proves that the law and order situation is not satisfactory. Bangladesh Human Rights Commissions extremely anxious about this situation. In the month of November, 2016 average 8.6 people were killed in each day.
The Law enforcing agencies and related Govt. departments should be more responsible so that percentage of killing may be brought down to zero level. To institutionalize the democracy and to build human rights based society the rule of law and order must be established everywhere. Through enforcing rule of law only such violation against human rights can be minimized.

US renews call for probe into Rohingya killings in Myanmar
 

 


Human Rights Report:
The United States has reiterated its call for a full, formal and transparent investigation into violence in Burma's Rakhine State and laid emphasis on international community's participation for finding a solution there.
"We call for a full, formal and transparent investigation into the situation there," US Ambassador in Dhaka Marcia Bernicat told reporters on Monday.
She observed that no one had access to that region for sometimes and it is important to get that access for humanitarian support to the people there and to know what is going on inside Burma.
The US Ambassador was responding to questions at DCAB Talk in the city arranged by Diplomatic Correspondents Association, Bangladesh (DCAB). DCAB President Angur Nahar Monty and general secretary Pantho Rahman also spoke.
Earlier on November 15, Director, Press Office of the US Department of State Elizabeth Trudeau said they are concerned by reports of a spike in violence in Burma's Rakhine State and are following the situation closely and attempting to get reliable information about developments there.
The US Ambassador to Burma Scot Marciel, along with a visiting delegation of officials from the State Department as well as other US agencies, held a previously scheduled bilateral dialogue with the Government of Burma in Naypyidaw.

The rise of green tea consumption can be based on how it is said to reduce weight or excessive body fat. It can become an epitome of healthy living for many across the globe. Thanking the Chinese for their generous contribution to humanity, this beverage has a multitude of uses from lowering blood pressure to preventing cancer, according to WebMD.
The reason that green tea has more health benefits attached to it than black tea is (apparently) due to the processing. Black tea is processed in a way that allows for fermentation whereas green tea's processing avoids the fermentation process. As a result, green tea retains maximum amount of antioxidants and poly-phenols the substances that give green tea its many benefits. Drinking a cup of tea a few times a day to absorb antioxidants and other healthful plant compounds. In green-tea drinking cultures, the usual amount is three cups per day. Allow tea to steep for three to five minutes to bring out its catechins. The best way to get the catechins and other flavonoids in tea is to drink it freshly brewed. Decaffeinated, bottled ready-to-drink tea preparations, and instant teas have less of these compounds. Tea can impede the absorption of iron from fruits and vegetables. Adding lemon or milk or drinking tea between meals will counteract this problem.

HC to deliver verdict on legality of articles 95, 116 of Constitution
 


Human Rights Report:
The High Court (HC) has fixed tomorrow (Tuesday) to deliver its verdict on a writ petition filed challenging the legality of articles 95 and 116 of the Constitution.
An HC bench of Justice Quazi Reza-Ul Hoque and Justice Mohammad Ullah set the date on Monday after concluding of the hearing on Monday.
Supreme Court lawyer Eunus Ali Akond filed the writ petition with the court on November 3.
The petitioner said that the two articles are contradictory with articles 7,22,26,31 and 109 of the Constitution.
The writ was filed following a recent remark by Chief Justice Surendra Kumar Sinha that the article 116 of the existing constitution is one of the main reasons behind the slowness of the judiciary.
Speaker, Law Secretary, Cabinet Secretary and Supreme Court's Registrar General were made respondents to the petition.
 

More rape victims discovered in Rohingya villages in Myanmar as killing continues
 

Human Rights Report:
More Rohingya women believed to have been raped by the Myanmar Military and Border Guard Police (BGP) were discovered in Kyet Yoe Pyin village on November 18th, 2016. A group of Rohingya villagers was killed in Du Dan village on November 19th.
Citing local sources and covert reporters Rohingya Blogger, On November 18th, 2016 at 5:30 AM the military and BGP surrounded Kyet Yoe Pyin, Nga Sar Kyu and U Shey Kya villages, and then raided them shortly after. The security forces arrived in the morning and remained stationed there until around midnight, according to local villagers.
Initial reports from the villagers claimed that three women were raped but later on more victims were discovered. The villagers confirm that a total of eight girls were raped by the military and BGP. The victims were as young as 11 years old. Other victims were said to be 13, 15, 16, and 17 years old. Two of the victims are considered to be in very critical condition, a local woman informed RB News.
The military and BGP were also reported looting gold and cash valued at 2.2 million Myanmar Kyat from four villages.
On November 19th at 9 AM a group of 100 military and BGP forces raided Sin Thay Pyin hamlet of Laung Don village tract. The women in the village gathered together fearing they may be raped by the security forces when they arrived in the village. The military found them and tried to separate them and force them back to their homes, but the women refused, wanting to stay together for safety. The security forces were reported to have then beaten some men that they found in the village while looting all valuables they found, including food and livestock valued at around 150,000 Kyat. They destroyed many homes in the village and then left for Nga Sar Kyu village.

Bangladesh-US relations are many-sided and cover almost all areas of bilateral relations. The regular contacts between the US administration and Bangladesh governments continue at various levels to grow in dimension and depth. Bilateral relationship is based on understanding of each other's interest and benefit.
The relations reached its peak when President Clinton visited Bangladesh on 20, March, 2000 for a day, the first ever visit by the US President and the visit re-energised bilateral relations on a new direction.
A centrepiece of the bilateral relationship is the USAID program in this country, besides other avenues of economic cooperation. John Kerry, the present US secretary of state, visited Bangladesh recently and paid tribute to Bangabandhu as the Father of the Nation. On economic relations, the potentials are yet to be blossomed under TICFA signed between the two countries. TICFA is a forum in which discuss trade and investment between the two countries
During 2014-15, Bangladesh export earning from the US stood at US$ 4.59 billion constituting 25% per cent of total exports and imported from the US goods worth about
$1.09 billion.
The US policy towards Bangladesh as reported in 2009 by the then US Ambassador is based Three Ds-Democracy, Development and Denial of Space for Terrorism and continues to be so. Bangladesh agrees with the broad thrust of the policy as Bangladesh practices multi-party democracy and its foreign policy stands on two pillars-security and development.
Bangladesh government continues to take stern action against violent extremist organisations within the country and has adopted a zero tolerance towards terrorists. Laws have been enacted to prevent money-laundering.
Bangladesh geopolitical position is hugely important for the US because Bangladesh shares borders with India and a resurgent democratic Myanmar and is a near neighbour to China.

 

Suu Kyi calls off trip to Jakarta

The Wall Street Journal :
Myanmar's leader Aung San Suu Kyi called off a trip to Indonesia on Monday after protests there over her country's renewed crackdown on its Rohingya minority, a flare-up of violence that has killed dozens of people and exposed the limits of her authority over the military.
Foreign affairs spokesman Kyaw Zaya said the protests, including another set for Friday in Jakarta that is also expected to touch on the Rohingya crisis, contributed to Ms. Suu Kyi's decision to postpone her visit, which was planned for that same day.
Adding to the tensions, Indonesian police in recent days arrested several alleged Islamic State sympathizers they say were suspected of planning bomb attacks on several buildings in Jakarta, including the Myanmar Embassy.

International Human Rights Commission (IHRC) West Bengal (India) Regional Chapter organised a Human Rights Conference on 27 November, 2016 at 10.30 am of Kolkata Press Club, Kolkata, West Bengal, India.
IHRC International Secretary General Dr. Saiful I. Dildar inaugurated the Conference.
