জঙ্গি দমনে জাতীয় ঐক্য চাই
বৈশ্বিক সংকট থেকে বাংলাদেশও মুক্ত নয়।
জঙ্গি-সন্ত্রাসীরা তাদের কৌশল পরিবর্তন করেছে।
গুলশান ও শোলাকিয়ায় সাম্প্রতিক দুটি সন্ত্রাসী
হামলার ঘটনা থেকে তা স্পষ্ট হয়েছে।
আন্তর্জাতিক অঙ্গনে বাংলাদেশকে বিব্রতকর
অবস্থায় ফেলে দেওয়া এ সমস্যা সমাধানে সমন্বিত
উদ্যোগ গ্রহণের বিকল্প নেই। নাগরিক সমাজের
প্রতিনিধি থেকে শুরু করে সর্বস্তরের মানুষকে
ঐক্যবদ্ধ করতে হবে। এর জন্য প্রয়োজন রাজনৈতিক
অঙ্গীকার। রাজনৈতিক দলগুলোকে সবার আগে এগিয়ে
আসতে হবে। যার যার অবস্থান থেকে জঙ্গিবিরোধী
কার্যক্রমে অংশ নিতে হবে। সবার আগে সন্ত্রাসী
ব্যক্তি ও গোষ্ঠীকে চিহ্নিত করতে হবে।
সন্ত্রাসের ধারা যেমন জানা দরকার, তেমনি
সামাজিক, রাজনৈতিক, অর্থনৈতিক ও সাংস্কৃতিক
প্রেক্ষাপট বিবেচনায় নিয়ে প্রয়োজনীয় ব্যবস্থা
গ্রহণ করতে হবে। আমাদের একটি সামাজিক ও
গণতান্ত্রিক ঐতিহ্য রয়েছে। জনগণের অধিকারের
সঙ্গে সামাজিক মূল্যবোধের গভীর সম্পর্ক রয়েছে
বাংলাদেশে। আমাদের শিক্ষাব্যবস্থার সঙ্গে
ঐতিহ্য ও ইতিহাস চর্চার সুযোগ সৃষ্টি করা এখন
জরুরি হয়ে পড়েছে। এ সংকট মোকাবিলায় রাজনৈতিক
অঙ্গীকার জরুরি হলেও বিষয়টি নিয়ে রাজনীতি করার
কোনো সুযোগ নেই। সমাজের সর্বস্তর থেকে ব্যবস্থা
গ্রহণের ভেতর দিয়েই জাতীয় ঐক্য গড়ে ওঠা সম্ভব।
সেভাবেই ঐক্য গড়ে উঠেছে। ভুলে গেলে চলবে না, এ
দেশে জঙ্গি-সন্ত্রাসের বিস্তার ঘটেছে রাজনৈতিক
পৃষ্ঠপোষকতায়। এই অপরাজনীতির শিকড় উপড়ে ফেলতে
না পারলে শতভাগ সাফল্য পাওয়া যাবে না। আমাদের
আদর্শের জায়গাটি অত্যন্ত স্পষ্ট। যে আদর্শের
ওপর ভিত্তি করে বাংলাদেশের জন্ম, সেই অবস্থান
থেকে সরে আসা চলবে না। জঙ্গিবিরোধী জনমত ও
সচেতনতা গড়ে তুলতে হবে। সমাজের সর্বস্তরের
মানুষকে তার সঙ্গে জড়িত করতে হবে। মানুষের
সম্মিলিত শক্তিই সার্বিক প্রতিরোধে ভূমিকা
রাখবে।
এ ক্ষেত্রে আইনশৃঙ্খলা রক্ষাকারী বাহিনীর
ভূমিকাও গুরুত্বপূর্ণ। গোয়েন্দা সংস্থাগুলোকে
আরো তৎর করতে হবে। দেশের শিক্ষাপ্রতিষ্ঠান থেকে
শুরু করে আর্থিক প্রতিষ্ঠান, এমনকি বেসরকারি
সংস্থাগুলোর ওপর নজরদারি বাড়াতে হবে। পরিবার ও
সমাজকে ঐক্যবদ্ধ হতে হবে। দেশের মানুষ আজ
দল-মত-নির্বিশেষে এই সন্ত্রাসের বিরুদ্ধে
সোচ্চার। যে আদর্শ একটি পরিবারকে বিচ্ছিন্ন করে
দেয়, ভেঙে দেয় সামাজিক বন্ধন, কেউ সেই আদর্শের
অনুসারী হতে পারে না। বিচ্ছিন্ন কিছু ঘটনা
আমাদের জন্য যে বার্তা নিয়ে এসেছে, তা ভয়াবহ।
দেশকে ধ্বংসের কিনারে নিয়ে যেতে চাইছে
জঙ্গিবাদ। এখন প্রয়োজন সর্বস্তরের
প্রতিরোধব্যবস্থা গড়ে তোলা। সরকারকেই এ
ক্ষেত্রে মুখ্য ভূমিকা নিতে হবে। তবে ব্যক্তি
পর্যায়েও দায়িত্বশীলতা প্রয়োজন। পরিবার থেকে
সমাজ, সর্বক্ষেত্রে সচেতনতার বিস্তার ঘটাতে
পারলে দেশ এই বিষবৃক্ষ থেকে মুক্ত হবে। মনে
রাখতে হবে, অপরাজনীতি এই বিষবৃক্ষের বীজ বপন
করেছিল। এখন তার ডালপালা ছড়িয়েছে। আমরা আশা
করব, সর্বস্তরে সচেতনতা সৃষ্টির মাধ্যমে
জঙ্গিবাদের শিকড় উপড়ে ফেলা সম্ভব হবে।

Report:
The documentation section of Bangladesh Human Rights
Commission (BHRC) furnished this human rights survey
report on the basis of daily newspapers and
information received from its district, sub-district
and municipal branches. As per survey it appears
that 238 peoples were killed in July, 2016 in all
over the country. It proves that the law and order
situation is not satisfactory. Bangladesh Human
Rights Commissions extremely anxious about this
situation. In the month of July, 2016 average 7.6
people were killed in each day.
The Law enforcing agencies and related Govt.
departments should be more responsible so that
percentage of killing July be brought down to zero
level. To institutionalize the democracy and to
build human rights based society the rule of law and
order must be established everywhere. Through
enforcing rule of law only such violation against
human rights can be minimized.

check-post opens at India border
Human Rights Report:
The newly-constructed modern integrated check
post (ICP) at Benapole-Petrapole point of
India-Bangladesh border started its formal journey
on Thursday in a bid to facilitate increased trade
and commerce between the two next-door neighbouring
countries.
Prime Minister Sheikh Hasina and her Indian
counterpart Narendra Modi jointly opened the ICP
infrastructures this afternoon through
videoconferencing from Dhaka and New Delhi
respectively. West Bengal Chief Minister Mamata
Banerjee also joined the inauguration function, BSS
reports.
Sheikh Hasina joined the videoconferencing from her
official Ganobhaban residence in the city, while
Narendra Modi joined it from his New Delhi office.
Besides, Mamata Banerjee joined the
videoconferencing from her Kolkata office.
Foreign Minister AH Mahmood Ali, Shipping Minister
Shajahan Khan, Home Minister Asaduzzaman Khan, PM's
Foreign Affairs Advisor Dr Gowher Rizvi, PM's
Principal Secretary Md Abul Kalam Azad and Indian
High Commissioner Harsh Vardhan Shringla were
present at Ganobhaban, while Indian External Affairs
Minister Sushma Swaraj was present at the Prime
Minister's Office in New Delhi.
Speaking on the occasion, Prime Minister Sheikh
Hasina termed the event as another special and
memorable day for Bangladesh and India, and said it
would open up a new horizon in bilateral cooperation
in the region.
The day is also very significant in terms of mutual
exchange between Bangladesh and India, she noted.
Terming inter-country trade as the main driving
force for domestic economy, the premier said
Bangladesh-India bilateral relations are very
important for such transnational trade.

Curry leaves are one of the most important elements
that most of the Indian houses use in their culinary
items. Not only in terms of health, but this wonder
leaves can do magic to your hair as well. Packed
with carbohydrates, fiber, calcium, phosphorous,
irons and vitamins like vitamin C, vitamin A,
vitamin B, vitamin E, curry leaves help your heart
function better, fights infections and can also help
in reduction of premature greying of hair.
Here are four wonders about curry leaves that you

1. Skin infections: Skin infections are a big hurdle
in monsoon. Rich in antioxidants, curry leaves can
be used as a home remedy to treat common fungal
infections of the nail or any body part that are
often difficult to treat. Make a paste with lukewarm
water and curry leaves and apply on the affected
area.
2. Dandruff: Heat two tablespoon of coconut oil (the
quantity can vary depending on the length of your
hair) with 5 curry leaves. Once the

Hillary

Hillary camp as long as Bernie
Sanders stayed in the race seeking namination for US
presidential election. It is because it was Sanders
who represented a larger distance between him and
Donald Trump, the presumtive Republican nominee.
The distance between Trump and Hillary is in their
individual characteristics that make them fit or
unfit as president of the United States. And Trump
has been declared unfit by many in America, despite
his unusual popularity. Yet, Hillary could not
create an image of herself that is strikingly
different than that of Trump with regards to state
policy. Trump rather tapped into the mass
dissatisfaction against the establishment whereas
Hillary was the embodiment of that establsihment
having been in the position of First Lady and then
the Secretary of State. On the other hand, Bernie's
call for 'Feel the Bern' strongly touched the hearts
of the American youth and the people of the lower
depths.
Bernie's insistence on staying in the race for
Democratic presidential nomination scared many with
the prospect that his good intentions may pave the
road to hell for America by helping Trump win the
coming elections. Though Bernie always insisted that
despite many differences between him and Hillary,
they were agreed at one thing that a person like
Trump must not be president of the USA. At last
putting an end to all speculations, Bernie declared
"I'll vote for Hillary," after a meeting with Barack
Obama and promised he would do everything he could
to defeat Trump.
Then at a recent campaign in New Hampshire, he
announced, "This campaign is about the needs of the
American people and addressing the very serious
crises that we face. And there is no doubt in my
mind that, as we head into November, Hillary Clinton
is far and away the best candidate to do that." He
said, "It is no secret that Hillary Clinton and I
disagree on a number of issues. That's what this
campaign has been about. That's what democracy is
about." In a tone of pride he said, "But I am happy
to tell you that… we produced, by far, the most
progressive platform in the history of the
Democratic Party."
Though Sanders has joined his force with the Hillary
camp and thus will inspire his supporters to vote
for her, the difference between him and Hillary is
big. This was obvious even in Obama's formal message
of his endorsement of Hillary as the Democratic
presidential candidate on 9 July.
UNICEF concerns
on violence against children

Report:
Bangladesh expressed grave concerns on the
recent incident of a 10-year-old child being
subjected to violence and killed in a heinous way at
his work place in Narayangonj district.
The UN body termed it a serious violation of child
rights.
In a press release, UNICEF restates its apprehension
of children being used as easy targets of violence
and is concerned that child labor is still
widespread both in the formal and informal sectors.
It appeals to the Government of Bangladesh (GoB),
including the Supreme Court to take speedy legal
action against these violent incidents and bring the
perpetrators to justice.
The organization also requests the government to
revisit the concluding observations of the United
Nations Convention on the Rights of the Child
Committee and commit actions to end violence against
children, child marriage and child labor.
"UNICEF also strongly urges the government to set up
and strengthen child protection systems and child
rights monitoring mechanisms by activating Child
Welfare Boards at national and local level as
stipulated in the Children Act 2013", the release
said.
Monitoring formal and informal industries needs to
be strengthened by labor inspectors as per the labor
law. Reviewing the labor law to define light forms
of work and include domestic child labor in the list
of hazardous labor is crucial.
UNICEF is confident that the government will take
urgent action to strengthen child protection
mechanisms.
The release further said, "UNICEF has zero tolerance
towards all forms of violence against children and
is committed to assisting the government to take
effective measures to end these violations of child
rights."
"UNICEF feels that the rights of all children,
especially those from marginalized groups, will be
better protected through the collective effort of
all concerned," it added..

Post-disaster
negligence of mental health can cause long term
problem: Saima Wazed

"Negligence of mental health in disaster risk
management can transform a one day's disaster into a
lifelong burden," she said, presenting a keynote
paper at the WHO regional workshop ended in Dhaka on
Tuesday.
The two-day workshop reviewed the existing
post-disaster mental health preparedness and
psychological support capacity of the WHO's
South-East Asian regional countries.
US-licensed school psychologist Saima is the
chairman of the Bangladesh's National Advisory
Committee for Autism & Neuro developmental
Disorders. She is also a member of WHO's Expert
Advisory Panel on Mental Health.
Daughter of Prime Minister Sheikh Hasina, she
spearheads the mental health camp aign in Bangladesh
and always advocates for people-centric approach.
Bangladesh last year hosted the Dhaka Conference on
Disability and Disaster Risk Management, first
global meet after the adoption of the Sendai
Framework for Disaster Risk Reduction 2015-2030.
Saima then said the diverse needs of people with
different types of disabilities made addressing the
issue 'complex' during any disaster.
For example, she had said, those who cannot hear a
siren need one kind of support while those on a
wheelchair need a different type of support during
evacuation in any calamity.
Those with neurodevelopment disorders like autism
cannot even express their need. "We have to consider
all those perspectives and listen to their needs,"
she had said.
She also wrote a paper on the issue in a book
'Crises, Conflict and Disability : Ensuring
equality' which was globally launched last year.
During her keynote speech at the WHO workshop, she
also cited the UN Convention on the Rights of
Persons with Disabilities (CRPD) that requires that
"persons with disabilities benefit from and
participate in disaster relief, emergency response
and disaster risk reduction strategies."
